Subcontract Programs Mgr

The successful candidate will manage all scope, deliverable, budget and schedule commitments and the business to business relationship between GDATP and of one or more major subcontractors or team mates in support of the Detection Systems Strategic Business Unit. As an integral part of the program team, this position will be responsible all aspects of the subcontract management lifecycle including participation in the formulation of business industrial base strategy; the formulation and execution of specific sourcing strategies; the management of the subcontractor to meet all scope, deliverable, schedule and financial commitments; leading efforts to proactively identify and resolve all issues impacting subcontract performance and business to business commitments across the multifunctional program team to include program management, engineering, quality assurance, finance and contracts; and compliance with all business policy and procedure and Federal Acquisition Regulations.Primary roles include:Planning the sourcing strategy to support long-term Detection Systems production requirements and the development of the industrial base, specifically focusing on key supplier relationshipsLeading the supplier source selection efforts required to support short term and long term business unit initiatives
Developing / writing solicitations & contract language for purchase orders which meet program specific requirementsPreparing / leading negotiations & documenting contract files
Managing subcontractor performance, integrating and communicating as required with programs, engineering, quality, and finance functional representativesDeveloping and negotiating teaming agreements with suppliersDeveloping plans and actions to assure: 1) achievement of program, business unit and subcontract goals and 2) compliance to policies and procedures as well as public law. Required Education:
Bachelors Degree (Engineering or Business Administration) or significant supply chain management experienceContracts, Finance, or significant technical experience may be substituted Required Work Experience:
6-8 years in DoD either in project, program, or subcontract management.
Other Desirable Requirements:
Knowledge of FAR, DFARS, and public lawGovernment Procurement/Contracting experienceProject Management experience
