Resident Service Manager

The Community Builders (TCB) is a nationally recognized non-profit and community development organization which has developed over 17,000 housing units in its 35-year history. With offices throughout the Northeast and Mid-Atlantic regions, it currently is revitalizing several large public and assisted-housing projects. TCB also directly manages over 6,000 units, and provides economic opportunities and supportive services for residents living in its housing. TCB is increasingly focused on larger-scale housing revitalization as the catalyst and organizing point for more comprehensive neighborhood revitalization efforts.Overview of Position:The Dutch Point Hope VI revitalization plan includes a total of 133 units on-site and 61 units off-site. The on-site housing provides a mix of public housing replacement units (90 rental and 30 homeownership PHA replacement units), 44 low-income housing tax credit (LIHTC) rental units, 10 market-rate rental units, and 20 unrestricted homeownership units. The plan also includes a 1,000-square-foot management office and a Community Building.
The Dutch Point HOPE VI Community and Supportive Services (CSS) program relies on multiple public and private partners and vendors assuming various housing and human development responsibilities. While some have participated in the early phase of the Community and Supportive Service Program (CSS) providing job placements, and family support services, others will need to begin to provide services as residents return to the new site.The Hartford Housing Authority (HHA) and the Community Builders’ Community Initiatives Department have principle responsibility for oversight and implementation of the CSS Program and have been working to assist eligible residents who wish to return to the site to understand and meet the criteria to return and successfully live in the new development.Residents are now beginning to return to the first phase of the development. The TCB Resident Service Manager will work closely with HHA, TCB Development and Property Management staff, and local partners to ensure a coordinated and seamless transition into the new community during this and all phases of the development.
Immediate Responsibilities:- Work closely with HHA and TCB Property Management staff to certify that all eligible families returning to the site meet the criteria to return.- Work closely with HHA designated staff to ensure continued access to all HOPE VI CSS services and programs through HHA and CSS Vendor partners.- Develop and coordinate implementation of youth services programming designed to meet the needs of youth and families as they return to the neighborhood,and build the foundation for a long term, integrated youth development program in the new neighborhood.
Principal and Ongoing Responsibilities:- Build on and maintain working partnerships with HHA, TCB Property Management, CSS Vendor Partners and Residents to support the continued implementation of the CSS program and the successful transition of families to the new site. Participate with HHA as a member of the CSS Management Team and the CSS Advisory Team.- Build working relationships with CSS Vendor Partners, contractors and providers to develop an integrated delivery system of workforce, employment and economic development services, youth development services, education and technology services, family support and development services to support the continued and long-term success of families returning to the development.
- Coordinate housing readiness training and support in concert with TCB Property Management and other CSS partners.
- Implement TCB’s Watch List/Early Intervention procedure by assessing residents’ needs and issues identified by property management, helping residents set family and personal development goals, accessing Individual Development Accounts (IDA) and other economic and family development programs offered through the CSS Program, and monitoring individual and family progress through TAAG tracking system.
- Plan, implement, and oversee a leadership development and community building process that will result in the development of the social and civic infrastructure of the revitalization area, and prepare residents to actively lead and participate in the new community.- Identify and implement leadership training and capacity building opportunities for new and emerging resident leaders.- Help design and oversee implementation of marketing and outreach strategies to build resident participation and involvement in all community building and self -sufficiency programs and activities.- Help build and maintain working relationships with key resident and community organizations, service providers, public agencies, churches, city government and other stakeholders involved in the development of the new neighborhood.- Develop a civic asset map of the community, encourage and provide opportunities for residents to become involved with civic organizations.- Participate in the planning and budgeting process for the site, produce a site/community work plan and participate in the overall Community Initiatives Planning Process which may include both site planning and departmental planning and development.- Provide quarterly reporting information on returning and new residents to HHA for the HUD quarterly report.- Identify and meet with potential funding sources, and participate in the development of proposals and materials for all programming activities.- Represent TCB’s Community Initiatives team in public matters.- Perform other duties related to the HOPE VI project as directed by the TCB Portfolio Director or other TCB management.
REQUIREMENTS
Technical Knowledge: Strong familiarity with public and private human service and/or community development programs with substantive capacity in one or more of the following program areas: youth development, workforce and employment development, community consensus building, economic development, education, family support/human services or housing.
General Experience: 5+ years of work experience in a private or non-profit corporation or public agency. Previous experience should evidence progressive responsibilities in project and program implementation and management, and fiscal management. Advanced degree in a field related to position responsibilities can be substituted for 2 years of general experience.Education: Bachelor’s degree required. Graduate degree in urban planning, public management, social sciences, social work, law or related field preferred.
Communications: Candidates must possess excellent writing and public speaking skills, strong computer skills and be comfortable working with constituents ranging from long-term unemployed to private and public sector managers.
