Purchasing Agent

BASIC FUNCTION:
Working without significant direction, supports manufacturing through advanced level activities requiring technical expertise in an operations area of specialization.

RESPONSIBILITIES:

Independently performs duties to support manufacturing operations within a specialized area or discipline. Work involves the application of advanced technical skills to the analysis, development and implementation and evaluation of programs and processes. Focus at this level is given to the proactive development of systems and programs to address business needs. Work is generally not reviewed until completion.

Develops solutions to non-routine problems that are complex and, on occasion, unusually complex and which affect diverse functional areas. Problem solution goes beyond transient issues with specific causes, to problems that are systemic in nature and broad in impact. Judgment and analysis are requisite to this process. Employs a positive, proactive and confrontive approach to problem solving.

Serves as primary contact with vendors, customers, operations personnel and others on issues relating to area(s) of technical expertise and to coordinate ongoing operations efforts. Represents the business on projects that impact cross-functional operations of some importance.

Compiles, analyzes and draws conclusions from information gathered for planning, developing and evaluating business programs and operations. Makes recommendations as to operating policies, goals and objectives. Independently implements procedures and processes in area of delegated responsibility.

Leads and/or actively participates in cost reduction programs and continuous improvement efforts. Provides a consistent, high level of contribution to the operating team.

May supervise junior level PIC, purchasing or finished goods personnel.

Works closely with suppliers to develop processes and tests to assure 100% perfect product, adherence to specifications, minimal cost, minimal cycle time, and conformance to GMPs.
REQUIREMENTS
MINIMUM KNOWLEDGE REQUIRED/QUALIFICATIONS:

Knowledge necessary to perform at this level is generally acquired through a related Bachelors degree with five or more years experience or equivalent experience.

Broad knowledge of manufacturing systems with demonstrated extensive knowledge in area(s) of specialization.

Working knowledge of business products and their therapy uses.

Demonstrated and effective leadership skills and team oriented behaviors.

Working knowledge of and demonstrated ability in the use of computers either as an integral part of or adjunct to job duties.

Demonstrated analytical thinking skills and the demonstrated ability to solve complex problems.

Demonstrated interpersonal skills and the ability to represent a business functional area in contacts with those both internal and external to the organization on matters requiring diplomacy, negotiation, and cooperative effort.

Demonstrated ability to communicate effectively both verbally and in writing.

Willingness to take ownership and accept responsibility for actions and decisions.

CPM certification.

APICS and/or NAPM certification preferred.

Requires materials planning experience.

Broad knowledge of and experience working with suppliers.

Must be willing to travel domestically, and internationally as required.

Extensive knowledge of materials contracts, their preparation and execution.

Working knowledge of supervisory and management methods and techniques.

Demonstrated ability to lead high profile projects from development to conclusion.

Demonstrated problem solving capability utilizing technical resources and interpersonal skills, within a team environment.

Demonstrated ability to initiate, improve and maintain strong supplier relationships.

Demonstrated ability to create detailed analysis for Make vs Buy decisions.

Strong working knowledge of the following:

MRP

Master Scheduling

Parts Planning

Shop floor control

Inventory control (raw materials, WIP, and finished goods)

Demand Flow Technology

Supplier performance tracking and auditing

Must be resourceful in finding new sources of supply
