JOB SUMMARY:



Contributes to the achievement of corporate and divisional objectives by managing key aspects of the software application development lifecycle. These activities include identification and implementation of new concepts and technologies to solve business issues; directing the development of business system requirements; overseeing the detailed analysis of software design elements; business analysis policy creation; risk analysis; project training development; development of strategies for user acceptance and regression testing; post implementation analysis; and project management of key deliverables related to functions listed above.



The manager must develop and maintain a high level of knowledge of the concepts, products and techniques being used related to policy development, system analysis and requirement writing, user acceptance and regression testing, training coordination, and interface management. In doing so, he/she must ensure the development of a staff of competent personnel in areas of requirements definition and system design, overall health care industry and Health Net business and procedural knowledge, developing, compensating, and motivating subordinates. Incumbent supervises business systems.



ESSENTIAL DUTIES AND RESPONSIBILITIES:

Ensures the development of a staff of competent personnel in the areas of design and development of testing, business systems requirement capability, and project management relative to assigned areas of responsibility. Responsible for broadening and maintaining business analysis staff regarding Health Net business and procedural knowledge. Subject matter expertise must cross a wide variety of Health Net business functions.Assures effective and responsive support including but not limited to managing multiple functional business areas to coordinate daily updates for current plans.Consults with business management in assessing their business systems requirements and recommends alternative plan to assist them in meeting their objectives.Position requires ability to apply SDLC methodology. Requires ability to perform risk assessment across scope of assigned projects spanning multiple business units, and take corrective action in a self-directed manner.Coordinates and oversees project plans in relation to test plans for system changes, policy creation and work flow management, training of system changes including infrastructure and facilities management, and interface management with regards to all files affected by system changes and the customers who receive them.Develops and maintains a high level of knowledge in the concepts of products and techniques being used in the division and in the industry for requirements management, testing, training, and interface management.

REQUIREMENTS:


Education:

Bachelor's Degree or equivalent



Certification/License:

None required, but the following certifications are strongly preferred: Project Management Professional (PMPs) and Software Testing/Quality Engineers (CSTE, CSTP, and CSQE).



Experience:

Three to five years of increasingly responsibility in health care business analysis and health care management, with a minimum of three years managerial/supervisory experience.



Knowledge, Skills & Abilities:Ability to express complex technical concepts clearly and effectively. Ability to perform resource estimating and scheduling under fluctuating conditions. Demonstrated ability to effectively interact with clients, staff and management, who possess a wide range of technical knowledge and experience. Must possess strong project management skills and ability to support analysts working on multiple projects simultaneously. Ability to formulate, analyze, interpret and communicate policies, processes, and regulations effectively across all areas of the business.
