IT Services Networks Manager

QTC is the largest private provider of government-outsourced medical and disability examination services in the nation. The Networks Manager manages requirements, resources, schedules, and budgets relative to network services and development projects. The position is responsible for assisting with ordering, tracking and installing data circuits for QTC?s current and new locations. The position is also responsible for analyzing costs, maintaining contracts, and performing invoice reconciliation for telecom and Internet service providers. Specific responsibilities also include maintaining status schedules, and building strong relationships with QTC?s network providers (LECs and ISPs). Ongoing projects include the automation and constant improvement of reconciliation process and Cost of Goods Sold (COGS) analysis.

Job Description:
?Leadership and Management: Lead and manage a cross-functional team of engineers, leading a team towards a common set of goals, resolving project issues, and providing for personnel development (e.g., performing personnel evaluations). Provide staffing for the team, including recruiting, hiring, other activities.

?Project Planning and Tracking: Based on business needs, drive and support project scope identification and requirements phasing, and create detailed project plans to support design and deployment activities. Track against these plans relative to task completion, resourcing, scope being delivered, and budget allotted during the planning process. Ability to work proactively in a fast-paced environment. Maintain and follow-up on prioritized tasks in a timely manner.

?Collaboration and Communication: Collaborate with others (inter- and intra-department, internal and contract resources) to complete projects and tasks or ahead of schedule and within the defined budget. Communicate project goals, status, and issues to peers and the management team. Maintain a strong relationship with Inflow?s network providers (LECs and ISPs). Coordinate Operations to identify customer requirements and escalate issues that put schedule or product delivery at-risk. Act as the QTC facilities primary contact and team member, supporting network contracts and maintenance.

?Continuously audit vendor bills to ensure that rates being charged are in accordance with established terms and conditions of QTC?s network contracts. Submit, support and verify results of disputed network costs.

?Ensure that QTC has scalable, robust and cost-effective network architecture and strategy.

?Contribute to QTC?s on-going process improvements addressing the following: Installation, Troubleshooting/Escalation, Capacity Management, Disaster Recovery, Maintenance, De-installation.

?Track and report the progress and status of the requirements in Inflow?s current and future MSAs.

REQUIREMENTS
Skills and Traits:
?Must have at least 1 year of solid experience in managing projects in the IT (networks) arena. This includes defining and managing scope, budgets, and timelines.

?Must have at least 4 years of solid experience in the network services and systems arena and a foundational knowledge of the application software development process. The focus of the position is on Internet/WAN-based products and technologies.

?Ability to think creatively and negotiate with network providers to overcome potential schedule bottlenecks

?Strong critical thinking skills that support decision- making . Must posses excellent verbal and written communication skills.

?Experience in the ordering, provisioning, and/or installation of data circuits. Knowledge of DS1 to OC48 level circuits

?Experience in doing business with RBOCs and CLECs

?Experience in developing, improving, documenting and maintaining processes

?Must possess strong interpersonal skills in order to work in a dynamic and fast-paced environment.

?Should be proficient in use of Microsoft Office Suite, especially excel spreadsheet skills

?Must be self-motivated and flexible to accommodate changes in QTC?s business strategies.

3.0Education and Experience:
?Bachelor?s degree or equivalent experience / education combined.

4.0Supervisory Requirements:
?Must have at least 1 year of solid experience in a team lead or supervisory capacity.

?This position is a full time position, 40 to 60 hours a week. Periodic second shift maintenance as required.
?Minimal travel is required.
