Legislative and Policy Analyst

Basic Functions and Responsibilities: **Exempt**As a member of the C&PA Government Relations staff under the direction and guidance of the Director of Government Relations as well as the Director of Public Affairs, the legislative and policy analyst is responsible for tracking and analyzing state and/or federal initiatives as well as advocating for ETS business and policy interests in target states and regions.Manage the government relations activities specific to the states assigned. These include building relationships with decision makers and stakeholders, monitoring and analyzing legislation, and seeking to control adverse activities and protect ETS business and policy interests.Provide intelligence to advance ETS business and policy interests.Develop and work to implement the government-relations plans for assigned states. Manage tasks and activities with the lobbyists in assigned states.Use targeted regional and state-specific strategies and tactics to advance ETS business objectives and advocate ETS policy positions.Represent ETS at both national and state conferences and seminars as appropriate (NCSL and NASBE are examples)Identify opportunities to advance ETS business objectives in both the higher education and K-12 arena.Position ETS as a key player in education reform among state policymakers and opinion leaders.Advocate ETS policy positions on major education issues such as accountability, high school reform and teacher quality

REQUIREMENTS
Education: Minimum Bachelors Degree RequiredExperience: Minimum 3-5 years progressive experience in government relations and policy analysis or closely related work within education sector.
