Contract Specialist

Purpose:
Summary of expected duties and responsibilities:

The candidate will process purchase orders for a variety of services and supplies under the simplified acquisition threshold. He/she will conduct marker research, customer interface, requirement definition, quote evaluation, purchase order preparation and placement to include placing orders against GSA schedule contracts, open-market orders and inter-agency agreements. In addition, he or she will be responsible for occasional Basic Purchase Agreement, Delivery Order and Commercial Contract preparation, contract administration, processing invoices and contract closeout.

Responsible for pre-award and post-award Government contracting and acquisition activities. This position encompasses the full range of Government Federal Acquisition Regulation (FAR) contracting responsibilities. Pre-award responsibilities include: preparation of initial acquisition package, review statements of work for sufficiency and adherence to standards, preparation of solicitation and award package, analysis of price proposals, negotiations, conduct award and post award conference in support of acquisitions. Contract administration functions include ensuring contractor compliance with contract requirements, processing invoices, and contract closeout. Responsible for working and coordinating with Government Contracting & Program personnel, Contracting Officer Technical Representatives (COTRs), as well as Headquarters Policy and Legal Counsel. Responsible for large acquisitions using many different contracting vehicles such as Blanket Purchase Agreements (BPA), Indefinite Delivery Indefinite Quantity (IDIQ) contracts, GSA Schedule purchases, Time & Materials and Firm-Fixed Price contract actions. This support includes ensuring adherence to contract terms and Federal Acquisition Regulations (FAR), Homeland Security Acquisition Manual (HSAM), and Homeland Security Acquisition Regulations (HSAR) requirements, and the general resolution of any contract problems.
