Contract Specialist 1102

Contract Specialist, 1102 with full knowledge of the Federal Acquisition Regulations (FAR), and Defense Federal Acquisitions Regulations (DFAR). Administers current Job Order Contract (JOC) for construction, responsible for full range of pre and post award functions for a variety of construction, A-E service and supply contracts. Reviews all requirement packages for completeness and analyze requirement to determine appropriate contracting methods and contract type (fixed price, fixed price with economic price adjustments, cost plus award-fee, cost plus fix fee). Receives, reviews, analyzes, procurement data and provides recommendations on supporting documentation, Quality Surveillance Plans, and Technical Evaluation Criteria. Administering contracts by assuring compliance with the terms and conditions of contracts and termination of contracts by analyzing, negotiating and settling claims and proposals. Prepares and writes Pre-negotiation memorandums, justification and other documentation for the contracting file. Corresponds in writing or during oral interface with contractor team members and customers. Monitors the service and performance of contract, delivery and purchase agreements. Receives and processes pay estimate, and certified progress payments based on site visit or Contracting Officer Representative findings. Prepares and analyzes market research documentation and prepares spreadsheets, and power point presentation. Negotiates with venders on Proposals, Modification, delivery dates, terms and conditions based on market research obtain and utilizing best value concept. Develop Acquisition Plans and Acquisition Strategies. Initiates and prepares Contract Awards, Unilateral and Bilateral modifications to contracts. Conducts pre- and post-award conferences, debriefs and conduct site visits.
REQUIREMENTS
Education: A Bachelor's Degree preferred or a field related to the requirements of this contract.Security: Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
