Technical Project Manager

ACC Staffing is currently seeking a Technical Project Manager for a permanent placement opportunity in the RTP area. The candidate will conduct, manage, and supervise development and maintenance of company’s various technologies, software systems, and tools, including websites, applications, general and technical support, overall IT functions, and related activities. Please note that current C# and/or ASP.net development experience is REQUIRED for this position. Candidates who do not have this listed on their resume will not be considered. Responsibilities:
• Gathers and analyzes software requirements from diverse internal and external clients to determine requirements and feasibility of design within provided time and cost constraints.
• Consults with engineering staff and researchers to evaluate interface between hardware and software, and operational and performance requirements of overall system.
• Develops detailed project plans and produces periodic status/progress reports for management on group activities and initiatives; effectively communicates issues relating to established project milestones and negotiates resolutions.
• Develops departmental budgets and adheres to expenditure guidelines; works within approved budget; develops and implements cost saving measures; conserves organizational resources.
• Formulates and designs software systems based on client specifications using scientific analysis and mathematical models to predict and measure outcomes and consequences of design.
• Develops and directs software systems testing procedures, programming, and documentation.
• Consults with internal and external customers concerning maintenance and support of software systems; coordinates installation of computer and software systems.
• Manages company IT support personnel and ensures proper maintenance of company information infrastructure.
• Responds promptly to customer support needs; solicits customer feedback to improve service; responds to requests for service and assistance; meets all commitments.
• Develops and supports department initiatives to improve and promote quality; demonstrates accuracy and thoroughness; applies feedback to improve group performance. Completes assigned group work in a timely manner; strives to increase productivity; works efficiently.
• Directly supervises software engineers and IT personnel within company’s operations division.
• Is responsible for the overall direction, hiring, coordination, development, and evaluation of designated employees.
• Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
• Additional responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
REQUIREMENTS
Qualifications:
* Master's degree (M.S.) or equivalent; or two to six years related experience and/or training in similar role; or equivalent combination of education and experience. * Experience with Python and ASP.NET (C#); Experience with object-oriented analysis and design; Knowledge and experience with design patterns; Experience with UML; Experience with source control versioning software (Subversion). * Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. * Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Ability to present numerical data effectively. * Ability to synthesize complex or diverse information, to collect and research data, and to design effective and efficient work flows and departmental procedures. * Ability to translate concepts, specifications and other information into solutions; demonstrates strong attention to detail; uses feedback to modify and enhance designs, applies principles of object-oriented analysis and design where relevant. * Utilization of Agile (Scrum) practices in management of teams and projects preferred, including data-driven agile project estimation and forecasting. * Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, procedures, and technical manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. * Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
