Sr. Program Manager
Plan, execute and finalize projects according to aggressive deadlines and budget. This includes matrix management of cross-functional project teams of up to 50 resources, management of third party contractors or consultants in order to deliver projects according to plan, project budget management of up to $15 million, definition/management of project schedules up to 100,000 hours, and creation/management of vendor contracts. The Sr. Program Manager is ultimately responsible for the on-scope, on-schedule, and on-budget delivery of the project's objectives in a quality manner.
Facilitate the definition of project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders. Direct the project from beginning to end. Identify and ensure delivery of key project objectives and benefit returns.
Build and manage matrix project teams of up to 50 resources. Negotiate for resource time with direct Supervisors when the resource is not committed to the project full-time. Define roles and responsibilities of resources and effectively communicate the expectations. Manage resource's performance on assigned tasks. Work with direct Supervisor to provide input into annual reviews. If necessary, arrange appropriate training to address skill deficiencies as it pertains to the project.
Build and manage project schedules to control the assigned projects. Using the project methodology, ensure that project schedules have tasks and phases, deliverable based milestones, and dependencies are built into them. Manage the project schedule by ensuring all resources enter their actual time on a weekly basis and then recalculate estimate to complete, estimate at complete, and earned value.
Build and managed detailed internal and external project budgets up to $15 million. Ensure project budgets are broken down to a monthly basis and actual financial expense is tracked on a monthly basis. Work with finance on capital, expense, and financing issues.
Actively manage project changes, risks, and issues. Ensure project issues have responsible people and due dates listed and the dates are being met. Ensures minimization of project changes. If changes are necessary, ensure the changes have financial, schedule, and scope impact identified and model out. Proactively identify risks and responses including detailed mitigation strategies.
Train, coach, and mentor project team members on the project methodology including project charter development, requirement documents creations, design document creation, and test plans.

REQUIREMENTS
Bachelor Degree in Business Administration, IT or related field.
Masters Degree Preferred
Project Management Professional (PMP) certification required
7 + years experience in IT project management on large projects scoped up to 100,000 hours and project budgets greater than $5 million
2 + years experience in non-IT functions such as Finance, Human Resources, Operations, or Customer Service preferred
3 + years software implementation
Matrix management skills including persuasion and influencing skills.
Ability to align the organization and team around detailed objectives and ensure completion of the necessary tasks to complete the objectives.
Excellent organizational, communication and problem solving skills and able to manage multiple projects
Can conform to shifting priorities, demands and timelines through analytical and problem solving capabilities
Project management certification.
Microsoft Project and Microsoft Office experience is a must.
Lean thinking tools such as affinity diagramming is a must.
