Sr Plans & Programming Strategist

Battelle is a world leader in science and technology research. Battelle's Systems Analysis and Engineering (SA&E) Research, Testing, Analysis and Support (RTAS) Group provides specialized support to the Department of Defense and other government agencies. RTAS is seeking a Senior Strategist to support plans and programming within Security Division; Plans, Policies & Operations Department; Headquarters, United States Marine Corps.

The position will be based on-site with the client in the Pentagon. This is a salaried, full-time position with compensation based on qualifications and experience. A full benefits package will be provided. Occasional domestic travel is anticipated. Extensive local travel within the Washington, DC area is a requirement of the position.

The position requires a functional knowledge of US Marine Corps operations and structure and extensive knowledge of the DoD Planning, Programming, Budgeting and Execution (PPBE) system; but is not for the typical budgeter or fiscal analyst. The individual selected for this position will employ knowledge of the PPBE system to research and uncover under-utilized Marine Corps, Joint, DoD and external governmental programs whose objectives align with Security Division initiatives. Working directly with the GS-15 Deputy Director, the individual selected for this position will investigate, advise and assist in the development of programming strategies that find areas of alignment and commonality of purpose between external programs and Security Division initiatives, turning opportunity into action. While the focus of the position will be on supporting external strategy development and execution, the selected candidate will also monitor and analyze Security Division PPBE execution in order to find internal efficiencies and recommend process improvements leading to more efficient resource allocation and successful mission accomplishment.
REQUIREMENTS


Required Qualifications:
Bachelor's degree in related field.
Aggressive self-starter and analytical thinker who creates opportunities.
Ability to build and maintain relationships with senior program managers and decision makers within the Department of Defense and throughout the other agencies and departments that comprise the Federal Government.
Extensive knowledge of the PPBE system and process.
Prior experience at senior Service, Component or Joint Headquarters (civilian or uniform, any service).
DoD SECRET Clearance required prior to hire.

Desired Qualifications:
Master's degree in related field.
Situational awareness in the mission areas of Security Division: Mission Assurance (Critical Infrastructure Protection, Force Protection, CBRNE Preparedness, Physical and Electronic Security Systems), Homeland Defense and Civil Support, Military Police and Corrections.
Understanding of the related challenges and opportunities facing Marine Corps installations and Operating Forces.
