Software Applications Developer
•Assists the Lottery’s Marketing Coordinator and IT Manager in maintaining and updating the Lottery’s website and other web-based applications.
•Assists in the lottery’s internal software development and programming efforts.
•Defines site objectives by analyzing user requirements; envisioning system features and functionality.
•Designs and develops user interfaces to Internet/intranet applications by setting expectations and features priorities throughout development life cycle; determining design methodologies and tool sets; completing programming using languages and software products; designing and conducting tests.
•Integrates applications by designing database architecture and server scripting; studying and establishing connectivity with network systems, search engines, and information servers.
•Creates multimedia applications by using authoring tools.
•Completes applications development by coordinating requirements, schedules, and activities; contributing to team meetings; troubleshooting development and production problems across multiple environments and operating platforms.
•Supports users by developing documentation and assistance tools.
•Updates job knowledge by researching new internet/intranet technologies and software products; participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.
•Enhances organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.
•Performs other related duties as assigned.Essential Functions: Architect, design, develop, test, implement and maintain primarily Web-based software applications and programs using: ASP, PHP, Java, Flash, HTML, DHTML, JavaScript, CSS, VBScript, Visual Basic, SQL, MS Access, MySQL, MS SQL Server, and other technologies. Knowledge of XML, XSLT, and the .Net framework is a plus.

1.State employees (and applicants for OLC) must be tax compliant with the Oklahoma Tax Commission.
2.Employees of the Commission may not have a financial interest in any vendor doing business or proposing to do business with the Commission;
3.Employees of the Commission may not participate in any decision involving a retailer with whom the employee has a financial interest;
4.An employee of the Commission who leaves the employment of the Commission may not represent any vendor or lottery retailer before the Commission for a period of two (2) years following termination of employment with the Commission;
5.Lottery system vendors, applicants for a major procurement contract, lottery retailers and applicants to be a lottery retailer may not pay, give, or make any economic opportunity, gift, loan, gratuity, special discount, favor, hospitality, or service, to any employee of the Commission, or to any person related to any such person within the third degree of consanguinity or affinity;6.No ticket or share shall be purchased by, and no prize shall be paid to any employee of the Commission, or to any spouse, child, brother, sister, or parent residing as a member of the same household in the principal place of residence of any such person.Preferred Education and/or Experience: Bachelor’s degree in Computer Science or related field; with a minimum of three years experience in website and software development; or an equivalent combination of education and experience, substituting one year of qualifying experience for each year of the required education.Qualifications: To perform this job successfully, an individual must be able to perform each essential

Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal
with several abstract and concrete variables.
Computer Literacy: Proficiency in standard desktop applications and specialized analytical software.
