State Government Practice
The Deloitte State Practice serves as a trusted advisor to several of the largest state government agencies in the U.S.. Whether it's technology integration, enterprise transformation, strategy and operations, human capital, outsourcing, attest, enterprise risk services or financial advisory services, Deloitte is uniquely qualified to tackle today's most pressing public sector challenges.
Deloitte Consulting's growing state and local public sector practice is seeking Senior Managers, Managers, Senior Consultants and Consultants. Experience in any one of the following segments is preferred: Health and Human Services, including, Child Support, Child Welfare, Child Care, Medicare, Medicaid and HIPAA. Unemployment Insurance, Tax and Revenue Systems, Worker's Compensation and Workforce Development Solutions, Criminal Justice, Homeland Security, and Transportation.
Public Sector Technology Senior Manager
Senior Managers will manage and
deliver large, complex client engagements that identify, design, and implement creative business solutions and technology solutions for large companies. Senior Managers are expected to contribute to the firm's growth and development in a variety of ways, including:
- Engagement Management: managing engagement risk, project economics including planning and budgeting, managing accounts receivable, defines deliverable content, ensures buy-in of proposed solutions from top management levels at the client.
- Business Development: develops and maintains contact with top decision makers at key clients, organizes and leads pursuit teams, participating and leading aspects of the proposal development process, contributes to proposal pricing strategy.
- Practice Development & Eminence: development of solutions and methodologies, development of "thoughtware" and "point-of-view" documents, public speaking and publication in industry periodicals.
- People Development: performs role of
counselor and coach, provides input and guidance into the firms staffing process, and actively participates in staff recruitment and retention activities.
Senior Managers must have:
- 5-7 years project management experience over technical teams of 10+.
- 10+ years of experience in implementing large-scale custom development and/or systems integration projects across multiple phases of the software development lifecycle.
- Strong analytic skills.
- Excellent written and oral communication skills, including experience with executive-level communication.
- A willingness to lead in People Development: performing role of counselor and coach and actively participating in staff recruitment and retention activities.
- A willingness to travel nationally to client locations.
- Bachelor's Degree required
In addition, ideal candidates will also have experience in three or more of the following:
- Prior consulting experience, preferably in a large
consulting firm environment.
- Leading teams through IT Strategy initiatives.
- Leveraging overall technical architecture knowledge across multiple industries.
- Business process analysis, mapping, and design.
- Requirements analysis, meeting with business owners, and performing current state system analysis.
- Leading teams through developing conceptual and technical designs, including the use of object-oriented analysis and design techniques.
- Leading Testing efforts, including all phases: System, Integration, and Performance Testing and ensuring traceability.
- Significant application architecture experience with J2EE or .NET.
- Experience with enterprise applications such as Siebel, SAP, Peoplesoft, Oracle
- Understanding of operations of government agencies and public policies specifically at the state and local level.
- Understanding of the following business concepts is highly desired: strategic planning, reengineering,
organizational change, training issues, IT infrastructure development and alignment, IS transformation and how they align with major public policy and legislative changes within state and local government agencies.
- Experience facilitating requirements sessions.
- Must have excellent oral and written communication skills.
- Proven experience in team environments.
- Willingness to work in a fast paced and collaborative environment.
