Business/ Data Analyst (Knowledge Engineer)

Responsibilities: This person acts as a knowledge engineer and data miner in acquiring, testing, and validating knowledge relevant to regulatory surveillance; and acts as analyst and consultant in all phases of system development and use including requirements analysis, systems design, implementation, acceptance testing, and installation. This person will have independent responsibility for one or more regulatory domains and/or systems; coordinate knowledge engineering and discovery activities with regulatory analysts, conducting meetings and communicating results effectively; and maintain awareness of state of the art methods in KDD, AI, Statistics, and/or Finance and is able to recommend and direct systems design and development activities to make optimal use of same. This person will be responsible for encoding, testing, debugging and documenting the most complex programs and procedures; prepare detailed program specifications and diagrams and develop coding logic flowcharts for the most complex projects; and devise/modify procedures to solve complex problems considering computer equipment capacity and limitations, operating time and form of desired results. This person will conduct analysis of documentation to better understand Client/User need, and model/evaluate available data using SQL to determine feasible options to solve user needs; design, construct, test (unit and integration) solutions using one or more of the following: SAS, SQL, MANTAS, Actimize, ASP, XSL.XML, C/C++, and lead User Acceptance Tests. This person will monitor and enhance existing detection/programs, and host User meetings (Domain Meetings) as a product owner to ensure that existing programs meet user needs, evaluate and control changes in order to enhance program efficacy/user efficiency; and understand, communicate and assist users in addressing external changes to the program.
