SAFETY & ENVIRONMENTAL COMPLIANCE DEPARTMENT MANAGER

The Orange County Transportation Authority (OCTA) is the county’s primary transportation agency. OCTA creates, funds and delivers efficient transportation for Orange County. We keep Orange County moving with extensive bus and paratransit service, Metrolink commuter rail service, the 91 Express Lanes Toll Road, motorist services and freeway, street and road improvement projects. For all of the exceptional services that we provide, OCTA has received the 2005 Outstanding Transportation System Achievement Award by the American Public Transportation Association.
The Position
The Safety Department Manager will develop and recommend the implementation of the Environmental, Heath and Safety (EH&S) programs and employee training to promote safe and healthful employee performance, fleet operations, fire and accident prevention to ensure regulatory compliance. The Manager will assist in conducting inspections/audits of the work environment to detect existing or potential hazards and will identify solutions for implementation by agency departments. The Manager will support the Emergency Response Plan for the agency and develop and recommend the implementation of the Accident Reduction Plan associated with the Fleet Safety Program. The Manager will also direct employees in the EH&S department, investigate employee accidents/injuries, prepare legally required reports, and report accidents or incidents to governmental agencies as required. Additional responsibilities will include reviewing and approving engineering and environmental projects impacting agency worksites for safety and environmental compliance.
The Ideal Candidate
The ideal candidate will have knowledge of EH&S compliance, regulations, standards and safe work practices and procedures. Familiar with disaster/emergency preparedness activities and methods of assessing chemical and physical agents in the work environment and dosages absorbed by workers. Ability to conduct safety committee meetings, facility and equipment safety inspections, and employee accident investigations. Requirements also include excellent organizational, planning, and analytical skills.
Qualifications
Bachelor’s Degree or equivalent in Occupational Health and Safety, Industrial Hygiene, Environmental Engineering or related field with approximately eight to eleven years of progressively responsible experience with employee safety and health programs (including four years management experience). Advanced degree preferred; Certified Safety Professional or Certified Industrial Hygienist is highly desirable.
Compensation and Benefits
The Authority has a comprehensive management salary and benefits plan designed to recognize and reward outstanding performance. The specific features of the program include:
·Salary:
Up to $138,902 depending on qualifications.
·Retirement:
The Authority pays 100% of the employee contribution into the Orange County Employees Retirement System (OCERS). Employees may retire at age fifty and after completing ten (10) years of service.
·Vacation:
Two (2) weeks paid vacation during the first year. Three (3) weeks paid vacation after three years. Four (4) weeks paid vacation after ten years.
·Holidays:
Eleven (11) paid holidays per year, which includes four (4) personal paid holidays.
·Sick leave:
Nine (9) days accrued per year increasing to twelve (12) days after three (3) years of service.
·Medical and Dental Insurance:
Medical—Choice of three plans (Kaiser HMO, CIGNA HMO and CIGNA OAP)
Dental—Choice of two plans (SmileSaver HMO and METLife PPO Plan)
Vision—Choice of two plans (Vision Service Plan for CIGNA members and Kaiser for Kaiser Members)
Authority pays 80% or more of employee/dependent premium for medical/dental/vision coverage.
·Life Insurance:
Equivalent to two times the employee’s annual salary.
·Educational Reimbursement:
Up to $2,000 per year including reimbursement for textbook costs.
