Personnel Officer II & III (Classification and Compensation)
This is full performance or advanced level work in the classification and compensation field of Human Resources. The successful candidate will specialize in Classification and Compensation and is generally regarded as a technical expert in this field. Employees may lead/supervise other personnel professionals. Examples of work include but are not limited to:·Perform analyses of single positions and groups of positions to determine the essential duties and responsibilities, and apply the prevailing classification standards to determine the appropriate classification.
·Identify issues of internal equity, organizational structure, duties assigned, minimum qualifications and effective dates.
·Perform reclassification studies and acting capacity actions.
·Draft, review, revise and interpret classification specifications.
·Review reorganization proposals for classification impacts.
·Prepare analytical and statistical reports of classification and compensation study findings.
·Conduct and respond to salary surveys.
·Advise management regarding the financial, legal, ethical and internal equity impact of proposed actions and issues; propose solutions to meet the business and operational goals and missions of management.
The current vacancy (Personnel Officer II) is located at the Maryland Transportation Authority (MdTA), Francis Scott Key Bridge, Baltimore MD. However, eligible lists resulting from this recruitment may be used to fill vacancies at other MDOT administrations including The Secretary’s Office, MDOT Headquarters.
REQUIREMENTS
MINIMUM AND SELECTIVE QUALIFICATIONS:EDUCATION:Possession of a Bachelor’s degree from an accredited four-year college or university.EXPERIENCE:LEVEL II: Two and one-half years of professional personnel work in job analysis and evaluation, salary administration, employee recruitment and selection, employer-employee relations, personnel program evaluation, or personnel policy formulation. One year of the above experience must have been in the area of classification and compensation including job analysis and evaluation. **LEVEL III: Three years of professional personnel work in job analysis and evaluation, salary administration, employee recruitment and selection, employer-employee relations, personnel program evaluation, or personnel policy formulation. Two years of the above experience must have been in the area of classification and compensation including job analysis and evaluation. **
Notes:1. Thirty graduate semester credits from a college or university in the fields of personnel administration, business administration, public administration, statistics, tests and measurements, or psychology may be substituted for one year of the experience.
2.
