Payroll Manager

Responsible for managing the payroll function, input and output, to ensure accurate submission. Must ensure conformance to regulatory guidelines and personnel policies. Assist in the administration of the employee benefits plans. Maintain a working knowledge of and assist in compliance with laws and regulations pertaining to personnel practices (i.e. EEOC, OFCC, OSHA, Equal Pay Act, Fair Labor Standards Act, Affirmative Action Program, etc.).
REQUIREMENTS
*Direct and manage the preparation and maintenance of payroll and benefit data (pay, deductions, taxes and benefits). Ensure compliance with FLSA.

*Monitor and conduct periodic audits of time cards/sheets of all department personnel. Ensure the posting of such items as vacations and absences, sick leave accrual, FMLA requests and tracking, and personal time off in ADP Absence Management system is completed in a timely manner.

*Responsible for managing the computerized operation of payroll and report programs.

*Ensure that completed interrogatories regarding current and former employees are handled with in 48 hours. Comply with court ordered garnishments and compute amounts due, prepare correspondence and maintain ledger of garnishment orders; submit to appropriate parties in a timely manner.

*Audit the Federal, State and FICA withholdings and Tax Reports prepared by outside payroll vendor. Audit statistical information for Insurance Workforce Development (unemployment tax). Annually prepare W-2 reconciliation and submissions for Federal and State and the reconciliation of Federal Unemployment Taxes.

*Assist in the preparation of necessary programs and personnel policies to meet legal requirements.

*Prepare and maintain Worker's Compensation files and reports. Upkeep of payroll records for audit by Workers Compensation insurance company.

*Act as back up for HRIS-Benefits Manager. Orientation training, 401(k) functions, knowledge of Medical Plan requirements.

*Completes annual surveys for compensation analysis and comparison.

*Prepare the EEO-1 and VETs 100 report from ADP database.

*Direct the preparation of Incentive Compensation Plans. Prepare schedules for payment.
