Manager - Benefits Compliance - (JM11041)
The Manager of Benefits Compliance will be responsible for the operation of and associated reporting for all qualified and non-qualified benefit plans consistent with all relevant regulations, including but not limited to: conducting financial and operational analyses, providing general administration oversight and hands-on work as needed, assuring both organizational and employee communication when required for compliance or needed for understanding, managing compliance filings and communications, and giving oversight for effective vendor management. PHH Plans under management include defined contribution plans, health and welfare plans, a defined benefit type plan, and frozen non-qualified deferred compensation plans.
Responsibilities Include:
Timely and accurate preparation of all required filings and communications, to include Form 5500 filings, PBGC reporting, SAR reports, Sarbanes Oxley required notifications, DOL funding notifications.
Create, monitor and maintain/update effective and compliant procedures for all essential job functions (consistent with Sarbanes Oxley control initiatives and audit requirements, and with the relevant benefits regulations e.g. ERISA, IRS, etc.).
Coordinate annual audit with Finance Department and external auditors. Must maintain oversight of all aspects of the audit from the HR perspective and maintain lines of communication with Finance, vendor and auditors to deliver all relevant material in a timely manner and consistent with agreed upon timeline.
Manage the functioning of the benefits enrollment system in the HRIS currently run by Ceridian . This responsibility will include monitoring and assuring the accuracy of the interface between payroll and HRIS and between HRIS and benefit vendors. Manage changes to the system and records to allow for modifications required by business needs.
Perform and/or manage specific program financial reconciliations, process reviews, etc. with each payroll to assure accuracy of payroll deductions, GL entries, vendor processes, etc.
Qualifications:
Bachelor’s degree in Business/Accounting/Finance/Human Resources or related discipline required. In lieu of Bachelor’s degree, certifications in CEBS, RPA, GBA, QKA, QPA or other related certifications along with experience referenced will also be considered. 5 years benefits compliance experience, at least 2 of which must have been in a professional capacity with at least 50% of the responsibilities of this position. Proficient in Microsoft Word, Excel, PowerPoint and Access and skills with web-based tools, information delivery, etc. Demonstrate expertise in basic accounting. Strong analytical skills. Strong written and oral communication skills. Project management, planning, organizational and time management skills are essential. Experience in applying and complying with IRS and DOL regulations pertaining to qualified and non-qualified plans and applicable fiduciary responsibilities. Exposure to work requiring Sarbanes-Oxley compliance and documentation in an employee benefits environment.
