JOB SUMMARY:
The Training and Development Specialist III for DAVA (Domestic Abuse and Violence Advocacy) is responsible for providing his or her learner community with educationally based documentation, curricula, training tools and information that enhance employee commitment, motivation, operational improvement, job performance and overall service to associates or customers.
This may include training for some or all of the areas below:
Technical and administrative tasks necessary for compliance
Initial and ongoing general employee and manager training
Mandatory government regulatory requirements
Change order education
Product/new product introduction
Corporate citizenship, organization cultures
System integration
New program implementation
Corporate initiatives
Customer service, quality improvement
Clinical inservice programs
Computer systems basics and advanced functions
"Train the trainer"
Component system training, data base training
Principles and concepts of managed health care
Utilization, case and quality management
InterQual and Milliman USA criteria
Health care cost containment
Additionally, Training Specialists may participate in workflow task and performance issue analysis and consultation to identify methods to improve performance/organizational effectiveness; implement performance based solutions and quick response tools; gap analysis to assess individual performance against department standards; conduct system testing with IT prior to new application rollout.
ESSENTIAL DUTIES AND RESPONSIBILITIES:Analyzes, designs, develops, delivers and evaluates training tools and information linked to key business requirements to maximize associate effectiveness, improving organizational performance and service to multiple customers. Serves as project lead to develop, deliver, and implement training and performance support system associated with large scale projects such as, program implementation, system integration, new product lines, MHN and corporate initiatives and change orders. Designs and develops curricula and materials customized to MHN project requirements. Identifies additional training solutions that enhance staff development and performance. Provides consultation and support to department on workflow analysis, performance improvement methods, develop and recommend improvements and innovations to business operation. Serves on system implementation and other cross-functional project teams to ensure rollout of new system applications by analyzing requirements, translating into effective training tools, delivering training, troubleshooting and evaluating issues prior and during production integration. Explores/researches distance learning and training strategies through training publications, professional organizations, and Internet to continuously improve training project quality.

REQUIREMENTS:
Education:This position requires a Bachelors Degree (Master's in Instructional Technology preferred).
Certification/License:
None required. Training & development professional development certification preferred
Experience:Broad technical, professional or administrative training experience required.3-5 years work related experience; experienced in curriculum design and development for adult audience.Familiarity with behavioral health, specifically with issues surrounding domestic abuse and violence advocacy.
Knowledge, Skills & Abilities:Task force leadership; curriculum design and development for an adult audience.Knowledge/application of distance education techniques; classroom delivery/platform skills; group facilitation; needs assessment; procedural/technical writing; evaluation methodologies.Ability to influence/negotiate.Ability to work independently.Strong analysis/problem solving.Outstanding oral and written communication skills.Demonstrated proficiency - MS Office, Intranet/Internet government system applications/interface (InterQual)Demonstrated experience with online learning development strategies and tools - Articulate, Captivate, Macromedia Breeze, Flash and HTML.Experience preparing instructors accustomed to classroom delivery for effective use of online learning delivery tools and programs
