Senior Health Informatics Analyst
Altarum is searching for a Senior Health Informatics Analyst to join our Health Solutions Division.Altarum Institute is a nonprofit research and innovation institution with nearly 60 years of success in serving the public good by solving complex systems problems to improve human health "" integrating research, technology, analysis and consulting skills.Altarum"&tm;s Health Informatics Practice Area assists our government clients to comply with regulations and adopt processes that demonstrate compliance and adherence to best practices. We support the development of requirements documents, effective use of enterprise and operational architectures, development and incorporation of data standards, evaluation of cross-agency interface issues and conduct of independent verification and validation (IV&V) activities. We also support portfolio management activities (ROI analyses, investment selection, acquisition support) and analysis of the effects of various acquisition strategies and planned schedules.The Informatics Practice Area is adept at assisting our government clients in actively managing benefit realization, understanding the steps necessary to achieving expected impacts and ensuring the maximum value is obtained from IM/IT investments. We place emphasis on proactive management of change through understanding of the culture, climate, accountability, and processes required for successful IT implementation. Providing a continuous process of evaluation against costs, benefits, and mission impact must occur as IM/IT capabilities are developed, validated, implemented, and changed.Responsibilities include:Performing functional and /or technical analytical tasks as part of a project team supporting large healthcare IM/IT programs. Support business development activities through assisting on proposal efforts and attending meetings with current or potential federal clients. May include project management (planning, staffing, budgeting, etc.) activities. Primary duties are to assist in the development and documentation of project deliverables for informatics related projects.
REQUIREMENTS
Qualifications include:Masters degree in information science, public health, public policy, or related field. 5-10 years of progressively responsible experience in fields contributing to a strong understanding of health care information technology policies and/or applications. Must have experience with or supporting one of the following federal agencies: Office of the National Coordinator for Health Information Technology, HHS; Military Health System; Veterans Health Administration. Candidate must possess basic understanding of many of the IM/IT concepts described in the Overview. Very strong written and oral communication skills required. Must be able to work independently as well as part of a project team, with multiple communication channels. Knowledge of and experience in at least one of the following required: federal IT acquisition policy, requirements management / systems engineering, earned value management, the OMB Exhibit 300 submission process, technical/data standards, interoperability, benefit realization (process reengineering), portfolio management, enterprise architecture.
