The University of Maryland Baltimore County (UMBC) Center for Health Program Development and Management (CHPDM) seeks a Manager, Health Services Research to lead the team responsible for establishing capitation rates for Maryland's new Medicaid long term care program (referred to as Community Choice). Specific duties include: performing statistical analysis of large health care datasets; preparing presentations to various stakeholder groups; providing assistance and support examining health economics and risk adjustment projects; overseeing staff assigned to edit raw data for accuracy, completeness, and consistency, as well as, managing the actuarial consultants supporting the contract; and performing other duties as assigned. The incumbent will also be involved in transforming a theoretical managed long term care rate model into an operational payment system for Medicaid long term care and developing reporting mechanisms to monitor the program. Established in 1994, CHPDM is a growing research center at UMBC. Requires : a Bachelor's Degree (Master's preferred) in Health Services Research, Economics, Health Administration, Finance/Accounting, Actuarial Science, or related field. At least five years progressively responsible experience in the management and technical direction of health services research projects and knowledge of Medicaid managed care capitation methodologies preferably in the area of Long Term Care required. Must have strong oral and written communication, interpersonal, and analtycial skills. Proficicency in Microsoft Office required. Salary commensurate with experience and education. Position is full-time and includes full University benefits package. This is a grant-funded position wherein employment is contingent upon the renewal of the grant and carries no layoff or reinstatement rights.
