MST Program Manager
This position provides leadership and administrative oversight to the Network of MST providers through out Connecticut including direct supervision of the MST System Supervisors, management of the larger systemic dynamics and needs of the Connecticut MST system, assessment, development and planning of MST expansion within the system, ensuring the overall fidelity and quality of MST services within the system, and acting as a liaison between the Connecticut MST system and Connecticut providers, key stakeholders, and funding agencies. Ensures system supervisors’ active involvement in their clinical development. Provides administrative supervision of MST System Supervisors and assigned office staff. Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity and teamwork; recruits, hires, trains and provides constructive performance reviews with staff outlining their respective commitments to the program goals. Supports and ensures high quality clinical consultation/training for system supervisors. Conduct site assessments for new MST provider sites. Directs all required MST QA/QI activities. Ensures and manages relevant data regarding quality of service delivery and model fidelity. Provide both tactical and strategic planning to ensure the fidelity, viability, and success of MST services within the state of Connecticut. Serve as a liaison between involved funding sources, provider agencies, Multisystemic Therapy Services (MSTS), key stakeholders and other interested entities. Meet and network regularly with business leaders and make presentations to community and other interested parties regarding MST services. Ensure coordination with other evidence-based treatment initiatives/models within the state of Connecticut. Works in collaboration and consultation with other MST Network Program Directors. Administrative oversight of MST program budget and related fiscal functions. Representation of the CT MST Network System to entities outside of Connecticut including Federal agencies, foundations, etc. Provide consultation, as needed, for MST pilot projects introduced in the Connecticut system. Must maintain confidentiality of all client protected health information and adheres to all HIPAA related policies and procedures. Performs other related projects and duties as assigned in support of department and organization goals and objectives.
REQUIREMENTS
EDUCATIONS AND EXPERIENCES REQUIREMENTS: Master’s or Doctoral degree in Psychology, Social Work, or a related subject area, with experience or training in business development, program development, personnel management and financial management. Clinical licensed preferred. Seven or more years of progressively responsible related experience in related field, managed care, and provider relations. Three + years demonstrated supervisory experience. Program development experience including design, financing, staffing, and evaluation. Management of day-to-day operation of a community-based clinical and/or social service program for children, adolescents and families.KNOWLEDGE SKILLS AND ABILITIES: Clinical competence in family therapy, behavior therapy, and cognitive-behavioral therapy. Significant knowledge base of MST, intensive in-home and evidence based practices and their application in the real world. Demonstrated competency with research literature on the causes, correlates, and treatments of delinquency and serious emotional disturbances desirable. Demonstrated ability to teach and make effective public presentations. Ability to travel as required. Ability to work well independently and in collaboration with other management, staff team members, external stakeholders. Extensive knowledge and demonstrated level of expertise in program design & development, operations, management and implementation skills. Demonstrated ability to articulate goals, problem identification, assess implications, anticipates consequences, provide resolution and meet deadlines. Demonstrated knowledge of projects management, including planning, scheduling monitoring, and problem solving, budget development and control. Excellent verbal, written and presentation skills, including public speaking skills. Must be flexible in order to respond quickly and positively to shifting demands and change management opportunities. Forward thinking creative individual with high ethical standards. Strong leadership qualities and leadership expertise and organizational skills. Proficient in Microsoft Office Applications, Database applications, E-mail and internet.Degree of supervision, independence and discretion:Supervision and assistance will be available from the President and CEO. The Program Manager will be expected to perform with self-disciplined independence in an environment of ongoing evaluation and accountability.
