Annual Salary: $103,006 - $125,204
Employees are required to contribute 9% of salary as the employee contribution to the Public Employees’ Retirement System on a tax-deferred basis.

The Community:
The City of Vallejo is a rapidly-changing, highly diverse community of approximately 119,000 residents located in the I-80 corridor between San Francisco and Sacramento - predicted to be the fastest-growing area in California. City Hall is set in the downtown along the waterfront and faces the recently decommissioned Mare Island Naval Shipyard. The Shipyard has a very colorful and important historical past and has been recently turned over to Vallejo. The conversion of Mare Island to civilian use is an exciting project providing significant economic development opportunities to the City. Also located at the waterfront is the City-owned ferry. The ferry provides direct access to San Francisco and the popularity of this transportation method will provide for continued development of the waterfront, marina, and surrounding parks and businesses. Vallejo has an historic old town area, which is home to beautiful Victorians and many interesting buildings.
The Organization:
Vallejo is a modern municipality of approximately 52 square miles. The City is organized as a council-manager form of government. The City Council and City Manager provide stable community leadership, develop policies to guide the City in delivering services and achieving community goals, and encourage citizen understanding and involvement. Residents play a key role in advising the City Council regarding policy issues. Nine citizen commissions make recommendations to the City Council on such matters as planning, quality of life, human resources, and community services.
The Position:
This position is directly responsible for planning and coordinating the activities and operations of the City’s public transit system, including the Ferry Service and other programs.
This position reports directly to the Public Works Director and exercises direct supervision over the professional, supervisory, technical and clerical staff with an operating budget of $22 million. This division is responsible for 9 local and 5 express bus transit routes; 4 high speed catamarans for the Baylink Ferry Service, the Paratransit Program and the Half Fare Taxi Program. This position is being reinstated to manage the demanding needs of the day-to-day activities of the division while maintaining contract compliance with the State and Federal Departments of Transportation.
Typical duties and responsibilities include, but are not limited to the following:
Coordinate the organization and operational activities of the City's Transportation and other assigned Divisions including bus, ferry, and paratransit systems/programs.
Participate in the development and implementation of goals, objectives, policies, and priorities for the Transportation and other assigned Divisions; identify resource needs; recommend and implement policies and procedures.
Select, train, motivate, and evaluate personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
Plan, direct, coordinate and review the work plan for providing the Transportation and other assigned Divisions; meet with staff and contractors to identify and resolve problems; assign work activities and projects; monitor work flow; review and evaluate work products, service levels, methods and procedures; identify and implement opportunities for improving service delivery methods and procedures.
Manage and participate in the development and administration of assigned Division(s) annual budget including analysis of operating and capital needs; identify additional funds needed for staffing, contract services, capital projects, materials and supplies; direct the monitoring of and approval of expenditures; identify potential sources of funds for expenses; direct and implement adjustments as necessary.
Serve as City representative on a variety of transit boards and commission meetings.
Oversee the administration of the Division’s safety programs; develop or direct the development of safety policies and procedures; resolve conflicts relating to safety issues.
Research and prepare bus/ferry routes and schedules; design and oversee the production of schedules, brochures, system maps and other printed materials.
Negotiate contracts with service providers and consultants; review and approve plans and specifications, designs, environmental documents, reports and studies.
Prepare applications for and monitor provisions of grant funding of applicable programs.
Act in the absence of the Public Works Director and perform related duties and responsibilities as required.
Minimum Qualifications:
Requires the knowledge of operational characteristics, services and activities of public transit programs; modern and complex principles and practices of public and public works administration and transportation planning; principles, practices and techniques of project management; principles, practices, and techniques related to contract administration; principles of municipal budget preparation and control; principles of supervision, training and performance evaluation; and, pertinent Federal, State, and local laws, codes and regulations.
Requires the ability to manage, direct, and coordinate the work of professional, supervisory, technical, clerical and contract staff; select, supervise, train and evaluate staff; manage and coordinate the transportation and other assigned programs; administer and evaluate contractual agreements; analyze problems, identify solutions, project consequences of actions, and implement recommendations; interpret and explain the Transportation and other assigned Division’s policies and procedures; prepare clear and concise reports; communicate clearly and concisely, both orally and in writing; and, establish and maintain effective working relationships with those contacted in the course of work including a variety of City and other government officials, community groups, and the general public.
Experience and Training: Five years of responsible supervisory or administrative experience in transportation and other public works activities and equivalent to a Bachelors degree from an accredited college or university with major course work in public administration, transportation planning or a related field.
Compensation and Benefits:
Annual salary range for Transportation Program Superintendent is $103,006 - $125,204. Employees are required to contribute 9% of salary to the Public Employees’ Retirement System and 7.65% to Social Security (on a pre-tax basis). Appointment to this position will be made at the lower level of the salary range, but consideration for an appointment above the midpoint will be made for a candidate with a superior set of qualifications and experience. In addition, a generous benefit package is offered including:
