System Maintenance Manager
Under limited supervision, plans and directs all phases of the Water Distribution, Wastewater Collection and Maintenance Operations Divisions. Work involves direct responsibility for the 24-hour operation and maintenance of a large distribution, collection and maintenance divisions to ensure customer needs are met while protecting public health and the environment. Directly supervises assistant manager, division foremen; maintenance supervisor, and scheduler; reviews work of subordinates for completeness and accuracy. Reports to the Assistant Director Operations.
REQUIREMENTS
Supervises assistant manager, division foremen; maintenance supervisor, and scheduler; assigns work loads and establishes work schedules; directs and supervises duties of assigned staff. Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; allocating personnel; selecting new employees; acting on employee problems; recommending discipline, transfers, promotions, discharge and salary increases.Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed.Cooperates with other departments in scheduling work projects so as to make the most efficient use of human capital and equipment. Answers questions and complaints from the general public and other departments.Plans, organizes and directs the work of field forces engaged in the construction, maintenance, and operation of the sanitary sewer collection system, sewage lift stations, and water distribution system, water and wastewater maintenance support.Supervises the operation of auxiliary equipment including but not limited to pumps, compressors, tapping machines, and power buckets. Inspects gas or diesel stationary engines and generators and electronically powered pumping plants.Ensures division personnel are properly trained.Insures maintenance division’s reports and provides times of maintenance and repairs of utility system within established performance and quality standards.Has working knowledge of environmental and civil engineering as applied to operations of water distribution, sewer collections and maintenance operations systems. Has comprehensive knowledge of all applicable codes and regulations and is able to ensure compliance with such in all department projects.Has knowledge of applicable occupational hazards and safety precautions. Is able to effectively promote safety within the division. Reacts calmly and quickly in emergency situations.Receives, reviews, prepares and/or submits various records and reports including work orders, budget reports, billing invoices, attendance reports, blueprints, alarm reports, time sheets, maintenance reports, etc..Develops strategic capital and operating plans for the field operations requirements of the Department. Makes sound and educated decisions. Effectively plans, coordinates and supervises the work of others.Prepares cost estimates for required maintenance and repair projects. Provides oversight for long-term facility planning and space allocation and utilization.Prepares Budget and Capital Plan of long term budgeting which includes monthly maintenance and operations strategies.Formulates policy and program regulations which support and enhance utility-wide goals and objectives and provide for the appropriate allocation of resources.Stays current with the Skill-Based Pay Program. Continues to look at different ways of improving the program.Performs administrative/office duties as required, including attending and conducting meetings, preparing reports and correspondence, entering computer data and preparing spreadsheets, reviewing and responding to mail, copying and filing documents, etc..Receives, reviews, prepares and/or submits various records and reports including budget reports, attendance records, inventory records, work orders, accident/incident reports, contracts, purchase orders, evaluations, signal plans, pavement marking plans, signage plans, surveys, specifications, billing reports, traffic counts, memos, correspondence, etc..Interacts and communicates with various groups and individuals such as the immediate supervisor, other division supervisors and staff, other City employees, subordinates, contractors, sales representatives, other government agencies, and the general public.
