The Director/Senior Director for Government Contracting will be responsible for directing the activities of specific contracting teams assigned to develop, manage and administer all government payer agreements with Federal and State Government customers. Federal customers include CMS, Medicare D; DVA, Federal Supply Schedule; OPA, PHS340B; CDC VFC. Some examples of state or public institutional customers include MMCAP and PAPACE. Also, to assure that established company policies, procedures, legal and pricing guidelines are followed in the preparation of all bids proposals, contract negotiations and ongoing administration of negotiated, profitable contracts, through the use of appropriate systems. The incumbent will manage and direct all activities associated with the Federal Government, Medicare Part D, and Diversified contracting teams; develop the contracting strategies in response to federal or state legislation or initiatives; evaluate and propose Wyeth's contracting approach to other new and /or novel contracting platforms and applications; present such strategies to, and secure endorsement of such strategies from appropriate management forums such as Pricing Committee, USMT, etc.; be an active participant, when appropriate, in product strategy or product development meetings to represent CD&A point of view and to ensure that policies are adhered to; direct and ensure that contracting teams adhere to established guidelines, policies, procedures and compliance requirements in all contracting processes; to become involved, when appropriate, in the negotiation/pricing and contracting process; to develop performance standards and appraisal processes for all direct reports and to recommend assignment changes, designed to improve department operational efficiencies, balance workloads, provide cross-training/succession planning opportunities, etc.; and to complete other assignments as directed by the Executive Director of CD&A.

This position requires a Bachelor's Degree in business or marketing, MBA preferred. Ten years of business experience and five years of Pharmaceutical experience required; five years contracting or sales experience preferred. Five or more years of demonstrated leadership, project or team management, experience required. Direct supervision of staff preferred. Demonstrated ability to communicate and present complex issues due to pricing strategy or policies or procedures effectively to various levels of internal stakeholders including appropriate sales and marketing management, and governance committees. Demonstrated ability to make and implement decisions is required. Analytical skills and negotiation skills are required. Information systems experience including pharmaceutical industry applications (i-many CARS/COMET, BRIO, etc.) strongly preferred.

Knowledge or experience with government compliance requirements, federal contracts, or legislation specifically; 2003 Medicare Modernization Act, Medicare D, 2005 Deficit Reduction Act, Federal Supply Schedule, Public Health Service 340B, Medicaid Drug Rebate Program, as well as State Contracting and other legal requirements, e.g. Robinson-Patman, strongly preferred. Knowledge of Wyeth's products, or pharmaceutical products preferred.
