Program Manager, Mentor-Protege Program
In support of the EISD, Small Business Supplier Program Office, Mentor-Protg Program the successful candidate will have: 5+ years business development experience in the federal market, with an emphasis on program management. Strong knowledge of the FAR and federal contracting/subcontracting requirements relating to small business requirements and the mentor/protg program. 3+ years of diversity procurement/contract/subcontract administration experience within the federal marketplace. A working knowledge of federal small business programs, specifically federal Mentor-Protg Programs. Ability to meet deadlines and prioritize simultaneous demands while working in a fast paced environment. A demonstrated capability to identify and analyze mission, business and technical requirements within this domain, and to relate companys intellectual property, competencies and prior experience to the customers requirements. Ability to translate these factors into solutions-oriented concepts, models, and outcome-oriented benefits and value proposition statements. A working knowledge of end-to-end federal acquisition practices and processes, and the ability to intelligently communicate with and advise the customer on this level. A working knowledge of the Shipley capture process, and proposal development process Demonstrated hands-on experience in all aspects pursuing, qualifying and shaping (independently, as well as part of an integrated pursuit team) major program opportunities, including, but not limited: opportunity identification; mission/business/technical needs analysis; political environment analysis; competitive analysis; development of teaming strategies and team formation; win strategy and win theme development; and leadership throughout the pursuit life cycle. Exceptional written and oral communications skills. Demonstrated ability to conceive viable win strategies, and provide leadership to an integrated pursuit team of mission, business, technical, and administrative specialists. Demonstrated experience in developing internal business cases (strategic, tactical and economic analyses) for pursuit of major program opportunities. Demonstrated experience and results in developing and maturing a balanced (prime, sub, strategic and tactical) portfolio of new business opportunities. Demonstrated Project Management expertise requiring strict adherence to budget, milestones/deliverables and reporting.This position principally requires technical depth, the ability to formulate technical and business concepts, an in-depth knowledge of how federal agencies operate, the ability to interface with customers on a consultative level, and the ability to proactively develop and provide mentoring activities to enhance the corporate program.
Track diversity small business utilization at all tier levels.
Create and maintain diversity business database. Assist during government and customer diversity procurement audits. Prepare documents for quarterly diversity procurement reviews and ensure that objectives are being met. Establish policies and practices for diversity procurement and ensure compliance with the FAR and other laws, rules and regulationsThe ideal candidate will possess the above qualities, plus have current and productive professional experience supporting small business programs.
