Oracle Billing System Project
Duration: up to 2 years, 18 months minimum

Position
This position is for a Program Director who will have the responsibility to assist departments and agencies of the client in the implementation of significant technology projects. For project reporting purposes this person will be responsible to the Project Steering Committee.

This specific program director position is to direct the department's participation and to direct the implementation of a new billing and customer information application. The program director will be responsible for directing the participation of all affected departments in this program including all efforts needed to insure the successful completion of the program and its transition.

The program director should have direct experience with the successful implementation of an Oracle enterprise level billing program including participation in defining business processes and coordinating implementation across multiple business units or departments. Experience in a governmental environment and utility billing is highly desired. The program director should have experience with large-scale contract and vendor management and in the successful implementation of enterprise programs. The client is looking for a minimum 18-month commitment for the program director.

Responsibilities
This position is responsible for the program and for directing the efforts of all involved departments to ensure the successful implementation of this critical enterprise program. The program director is:

Sole responsibility for coordinating the implementation of this enterprise effort.

Directs and coordinates the efforts of all involved departments in completing responsibilities to ensure this program is successful.

Expert in all conventional aspects of ensuring program requirements are achieved in a timely fashion and within budget guidelines.

Develops, clarifies and manages the scope of the program, defines contract deliverables and achieves targeted outcomes.

Determines program costs/ensures delivery on time and within budgetary guidelines.

Assembles program team, identifies needed resources, assigns responsibilities and develops timeframes to facilitate successful completion of program activities and deliverables.

Ensures compatibility and consistency with existing architectural and enterprise standards.

Performs cost/benefit analysis of actions and initiatives.

Updates program schedule on weekly basis.

Identifies risk and leads strategies for risk mitigation.

Provide schedule, direction and leadership to successfully complete client's tasks that are not a responsibility of the vendor but are necessary for the continuation of the program.

Demonstrated experience and relevant expertise in the design and building of distributed, enterprise solutions. Specific experience with Oracle and utility billing and customer information systems.

Requirements
Requires BA/BS degree in Computer Science or Information Systems or an equivalent combination of education or experience. PMI or other qualified project management certification and 3 or more years experience as single point of control in large projects.
A minimum of 5 years applicable business experience.
