The Position: Performs the full life-cycle software development, which includes feasibility and/or cost studies; performs requirements definition, analysis, design, coding, testing (unit, system, QA) and implementation functions; works directly with business units to translate business requirements into system specifications; maintains knowledge of current ADHS standard languages, coding methods, and operations requirements; analyzes existing program logic to determine best method of accomplishing required changes or cause of program malfunction; performs new development, maintenance, and modification of programs to ensure responsiveness to user needs and efficient operation in the production environment; designs program logic, database design, and/or system architecture specifications to adhere to prescribed standards. Performs other duties as related.
REQUIREMENTS
Desired Qualifications: Knowledge of business practices and procedures; information technology principles and practices; project organization, management and control and procedures; current computer programming techniques, standards, best practices and procedures; relational database concepts, data communication concepts, security, and hardware/software utilization; solid understanding of object oriented development and design and the 3 tier architecture model. Ability and skill to analyze evaluate and resolve complex issues; conduct effective, collaborative work with peers, clients and management at all levels; design and develop complex computer programs; design and develop advanced relational databases.
Education and Experience: Bachelors degree and minimum three years programming/ analysis required; at the discretion of the hiring manager, additional years of programming/analysis beyond the required three years may be substituted for years of college on a one-for-one basis based on applicant’s actual work experience. Successfully performed one year as a Programmer Analyst II. Preference will be given for experience in Oracle, MicroFocus, Cobol, SQL and Visual Basic.
