New York City's Department of Information Technology and Telecommunications (DoITT), a nationally recognized provider of customer-based IT solutions and services, is seeking a Deputy Commissioner, Applications Development.
JOB DESCRIPTION:
The Deputy Commissioner for Applications Development will report directly to the Commissioner and will be responsible for providing overall leadership of DoITT's Enterprise-wide Applications Development in the areas of 311, Enterprise Technology Development (ETD), NYC.gov, Geographical Information Systems (GIS), Wintel, Analytics and Access NYC.
The Deputy Commissioner for Applications Development will ensure the overall integrity of agency business processes and support critical business strategies by managing the development, implementation, deployment and maintenance of business applications systems. Responsibilities will include:
-Provide overall executive level management and direction of enterprise-wide Application Architects, Developers, Technical Project Managers, QA Engineers, Graphic Designers and Applications support staff in support of Citywide Applications and IT projects;
-Formulate business systems architecture plans, estimate costs and ensures projects meet strategic needs;
-Overall management of multi-million dollar resource budgets and requirements;
-Projects will include, but are not limited to: 3-1-1 Siebel Application and Computer Telephony applications, Enterprise Technology Development teams;
-Overall management for all development and support issues related to NYC.gov, CityShare, DataShare, LawManager, Interwoven and Identity Management as well as development of new enterprise application initiatives;
-Oversee the maintenance and enhancement of the City’s base map and oversee the development and execution of the City’s Geographic Information System’s (GIS) strategy.
REQUIREMENTS
PREFERRED SKILLS:
-5-10 years demonstrated experience managing diverse technical staff;
-Demonstrated success in applications development;
-Demonstrated ability to prioritize and allocate resources;
-Ability to communicate and collaborate with a variety of divisions across an organization;
-Ability to deploy enterprise technologies;
-Knowledge of business principles, techniques of administration, organization, and management of complex, integrated technology systems environments;
-Broad industry knowledge of products, lifecycles, and companies.
CIVIL SERVICE QUALIFICATION REQUIREMENTS:
1. A Master's Degree in computer science from an accredited college and three years of progressively more responsible, full-time, satisfactory experience using mainframe, mini- or micro-computer technology in computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing, at least 18 months of this experience must have been in an administrative, managerial or executive capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing or in the supervision of staff performing these duties, -OR-
2. A Bachelor's Degree from an accredited college and four years of experience as described above -OR-
3. A four-year high school diploma or its educational equivalent and six years of experience as described above, -OR-
Education and experience equivalent to the above. However, all candidates must have at least a high school diploma or its equivalent and must possess at least three years experience as described above, including the 18 months of administrative, managerial, executive or supervisory experience as described above.
NOTE: The following types of experience are NOT acceptable; superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of word processing packages; use of a hand held calculator; primarily the entering or updating of data in a system; the operation of data processing hardware or consoles.
