DEPUTY BUILDING OFFICIAL - OPERATIONS
Salary: $5245 - $6664/month

OVERALL JOB OBJECTIVE:
Organizes, directs and participates in operations and activities related to permit processing, plan review, issuing building permits and inspection to assure compliance with established requirements.TYPICAL ASSIGNMENTS/DUTIES:Assures that the City Building Division achieves and maintains compliance with established laws, codes, ordinances, regulations, policies and procedures adopted by the City or mandated by other government agencies in the absence of the Deputy Building Official – Administration. Organize, direct and participate in operations and activities related to permit processing, plan review, issuance of building permits and inspection. Assist in assuring permits, plans, buildings and construction sites comply with established laws, codes, ordinances, regulations, policies and procedures adopted by the City. Coordinates communications, information and personnel to meet inspection and permit needs and assure smooth and efficient activities; collaborates with the Deputy Building Official - Administration, inspection personnel and outside agencies in the development and implementation of permit, plan review and site inspection programs, systems, procedures, goals and objectives. Trains and evaluates the performance of assigned staff, assigns employee duties and reviews their work to assure accuracy, completeness and compliance with established standards, requirements and procedures; develops and implements training functions as necessary. Implements Form Base Codes that promote Green Building Standards, Historic preservation and conducts inspections to achieve compliance with both. Promotes the City’s Economic Development Strategy by: Facilitating public/private involvement in the plan review and inspection processes. Working towards continuous improvement and/or restructuring of the plan review and inspection process as necessary to provide consistency with the codes adopted by the City while maintaining satisfactory plan review and inspection schedules. May serve on teams and/or committees associated with the project development consistent with the adopted Economic Development Strategy. Acts as a liaison with other departments and public agencies on work unit problem areas and/or special projects. Monitor and assess Division operations activities for effectiveness and operational efficiency; facilitate public and private involvement in the development and implementation of programs, policies and procedures to enhance effectiveness and operational efficiency of plan review/permit processing or inspection activities. Coordinate processing of existing permits in response to expiration dates and compliance progress; oversee the maintenance of automated records and generating of computerized reports related to permit, plan review and site inspection functions. Prepare, as necessary, narrative and statistical reports.
REQUIREMENTS
EMPLOYMENT STANDARDS:
Knowledge of:- Organization and direction of operations and activities related to permit processing, plan review, issuing building permits and inspecting and evaluating City construction plans and sites.
- Applicable building codes, ordinances, requirements, regulations and safety precautions.
- City requirements for architectural and construction planning review.
- Practices, procedures, standards and techniques involved in permit processing, plan review and site inspection functions.
- Scheduling and quality control for inspection activities.
- Architectural and engineering plans and specifications.
- Generally accepted architectural and engineering standards- City Municipal Code, State laws, codes, regulations, policies and procedures.
- Principles and practices of administration, supervision and training.
- Oral and written communication skills.
- Building permit processing, construction plan examination and policy and procedure preparation and review.Ability to:- Organize, direct and participate in operations and activities for a specific section related to permit processing, plan review, issuing building permits and inspecting and evaluating City construction plans and sites to assure compliance with established requirements.
- Coordinate communications, information and personnel to meet City inspection and permit needs and assure smooth and efficient activities.
- Develop work expectations and train and evaluate the performance of assigned personnel.
- Interpret, apply, explain and assure compliance with applicable laws, codes, ordinances, regulations, policies and procedures in the absence of the Deputy Building Official – Administration.
- Coordinate and assure proper and timely response to inspection issues and public complaints regarding the inspection process.- Serve as a technical resource concerning permit, plan review and site inspection functions on the Development Review Committee.- Communicate effectively both orally and in writing.
- Operate a computer, assigned software and office equipment
EDUCATION AND EXPERIENCE:Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:Equivalent to graduation from a four-year college or university with major course work in a field related to the functional area assigned and two years managerial/supervisory experience in related field.Substitution:
Either A: Four years of experience as a Deputy Building Official or Plans Examiner;OR:B: Any combination of six years of experience as a Plans Examiner and/or Building inspector with at least two of the six years consisting of combined experience as a Plans Examiner /Building Inspector
*(California State registration as an architect or engineer may be substituted for two years of the required experience) in either A or B above.**Additional experience as outlined above may be substituted on a year-for-year basis for the educational requirement up to a maximum of two years.
LICENSES/CERTIFICATES:- A valid driver’s license is required at the time of application. A valid CALIFORNIA driver’s license is required at the time of appointment and must be maintained throughout employment.
- A valid, recognized certificate as a Certified Building Inspector, Plans Examiner or Building Official, or appropriate registration as a Licensed Architect or Civil or Structural Engineer.
