Currently, we are searching for a Contracts Administrator to assist in managing and coordinating the functions necessary to assure the transition of new products and services from the development phase to the production/performance phase under the Javits-Wagner-O'Day Act and to administer the associated contracts and orders thereafter.
REQUIREMENTS
Education Required
Bachelor's Degree, or equivalent work experience.
Training and Specialized Knowledge Required
Training in Contract Administration and/or Technical Requirements of Product Specifications and Statements of Work. Knowledge of the Service Contract Act.
Experience Required
Experience in Government and/or Commercial Contract Administration, or preparing Statements of Work or Product Specifications, and/or operation of the Javits-Wagner-O'Day program.
Travel Required
Approximately 10% of the time.
Specific Duties and Responsibilities
1. Assists in coordinating assumption of responsibility for additions to the Procurement List of new products and services (to include replacement items), between Government Agencies, product/service development specialists, affiliates and Technical Center Engineers.2. Assists in coordinating all functions necessary for the timely delivery of commodities or services under contract to the Federal Government.3. Assists in obtaining contracts from Procurement Activities, analyzes them and disseminates to the appropriate affiliates.4. Requests forecast requirements when necessary from Federal Procurement Activities, analyzes them and coordinates their dissemination to the appropriate affiliates.5. Monitors government contracts for purpose of identifying potential contract compliance problems.6. Negotiates price changes with Procuring Activity.7. Negotiates terms and conditions for contracts and Statements of Work.8. Intensely manages all new contracts ensuring receipt of first orders.9. Assists affiliates in resolving initial contractual and/or delivery problems.10. Coordinates activities between New Product/Service Development personnel, NIB Development Engineers, affiliates, suppliers, and Federal Procuring Activities in conjunction with contract start-up.11. Assists affiliates in obtaining extensions of delivery dates, or follow up with Federal Procuring Activities in any matters pertinent to the successful start-up of Government contracts.12. Makes liaison visits to Government Procurement, Inventory Management, or Engineering personnel for fact-to-face discussions pertinent to the program.13. Makes liaison visits to affiliates to assist in resolving potential problems in the areas of production, purchasing and management related to manufacturing First Articles.14. Visits affiliates experiencing contract compliance problems, reporting on specific problem areas and assisting in developing a "get well plan" in coordination with the Procuring Activity.15. Maintains liaison between NIB, affiliates, Procuring Activities and the Committee.16. Monitors delivery order status by acquiring DD250s or DSCP Order Status Reports.17.
