Business Analyst
The individual will serve as a key member of the Data Management Team that manages and develops shared data projects for the Department of Labor – Employment and Training Administration. This group requires professional self-starters who can quickly understand customer needs and translate them into actionable items for the development team. In general, job activities include:
Support the daily processes for the data warehouse. Duties include reconciling all of the data received to the source systems or other reports, researching and resolving any differences, ensuring accuracy of data, and developing and maintaining documentation of the process and controls.
Support new development efforts. Includes creation of business requirements, translation of requirements into technical specifications, development of test plans, test scenarios, test scenario execution, documentation of test results and managing of documentation of operational processes, reconciliations, data mappings and data dictionaries.
Provide data expertise and analysis to customers and respond to management/ad hoc requests. Includes analysis of data within the source systems and the data warehouse and assessment of appropriate use of the information to support business needs. Requires an understanding of data relationships, sources of data, reconciliation issues, and uses of the data in order to provide the correct information to address business needs. Accuracy and timeliness of delivering information is essential.
Develop and maintain on-going relationships with various individuals and groups that provide business perspectives necessary to deliver accurate and consistent data solutions for the Employment & Training Administration. Includes working closely with both the source system staff and program office clients. REQUIREMENTS
Qualifications
1. Bachelors Degree in Accounting, Finance, Mathematics or Business Administration or computer-related field is required.
2. Candidate must have three to five years of experience in data, performance and financial analysis reporting.
3. Candidate must have three to five years experience working with enterprise level data warehouse and reporting projects.
4. Candidate must have extensive knowledge in the application and report development lifecycle.
5. Candidate must be able to work independently and assume responsibility for specific project deliverables. Additionally, the successful candidate must have the flexibility to handle multiple tasks at once.
6. Candidate must have strong analytical and problem solving abilities and an understanding of program and grant performance as well as financial analysis and technical operations.
7. As a Data Management Team representative, the candidate will have responsibility for establishing and maintaining strong relationships with peers and with management outside the team. Good communication skills, both verbal and written, are essential to the position. Strong interpersonal skills and a demonstrated ability to work effectively in a team environment are also required.
8. Working knowledge of Microsoft Office products, Microsoft Visio, and Microsoft Project is desired.
9. Knowledge or experience with Oracle Database, Oracle Business Intelligence, Oracle Portal, TOAD, Cold Fusion, ProcessMax, AllFusion Harvest Change Manager and Unicenter Service Desk are a plus
