Senior Preconstruction Manager

Reports To: Director of Technical ServicesJob Summary:Provide leadership in the preconstruction phase of projects to ensure success. The Senior Preconstruction Manager shall coordinate with the senior manager assigned to the team to determine areas of responsibility and assignments. The Senior Preconstruction Manager is expected to provide direction and assistance to the estimating team and determine what is required to meet the objectives of the team and client and implement actions accordingly.

Obtain and analyze necessary bids on projects from trade contractors, subcontractors and material vendors.
Implement all policies and procedures of the Company and offices as directed by the principal in charge or executive vice president.
Make recommendations to the Director of Technical Services concerning improvements to policies and procedures.
Prepare detailed schematic, conceptual and design/development estimates.
Obtain and analyze necessary bids on projects for trade contractors, subcontractors and material suppliers.
Assemble the estimate including special conditions, insurance and bonds.
Assure that an adequate and proper number of documents is available for estimating the project.
Plan and assist the estimating team strategy meeting on the approach to a project or estimate.
Assist the Director of Technical Services in the development of long range goals, objectives and strategies for the estimating functions.
Prepare and assemble the preconstruction brochures containing estimates and related information.
Assemble estimate including necessary bonds and insurance.
On successful bids (in coordination with project managers and assistant project managers), responsible for assisting in the preparation of trade contracts, subcontracts, purchase orders, project budgets and project schedules.
Prepare and analyze cost models during the design/development and/or bidding period.
Assure that potential risk factors have been evaluated and reviewed with senior management within the office.
Keep abreast of current changes and trends in construction costs.
Identify new and/or improved construction methods.
Identify new material suppliers, trade contractors and subcontractors.
Assure that our estimates, including general conditions, are accurate, complete and reflect the actual requirements of the project. This includes assuring that there are an adequate number of qualified and financially sound trade/subcontractor proposals received and evaluated.
Assist the Director of Technical Services in maintaining the evaluation of trade/subcontractors utilizing the Financial Review form provided by the Treasury department.
Keep current on changes and trends in construction costs, wage rates, fringes and working rules.
Organize and assemble the transition meeting between the project operations team and the preconstruction team and coordinate the follow-up meetings.
On projects where the senior preconstruction manager is the lead, review trade contracts, subcontracts and major purchase orders, prior to execution by the trade/subcontractor, for compliance with the documents and our estimate.
Visit on-going projects to verify status of estimate versus project status, meet with the project operations team, view work in place for experience and conformance to estimate.
Monitor and advise on the work and progress of subordinates.
Recognize and be responsible for the training and development of subordinates and new hires. REQUIREMENTS
Four-year degree in a construction related curriculum (BSCE, BSCM, BSAE, etc.) or experience equivalent to a combination of technical training and/or related experience.Extensive (10 or more years) experience in similar facility construction estimating and related functions plus thorough knowledge of corporate objectives impacting estimating, estimating strategies and techniques and construction contracts required.Five years supervisory experience in a preconstruction capacity.Proficiency in MC ², Timberline and Primavera software.Excellent management, leadership and communication skills.
