SYSTEMS ANALYST IV or LEAD (DOE) (JOB # 13469)
Portland, OR

Provide technical, interpersonal and administrative skills in day to day work:
Participate in a team environment for the delivery and maintenance of application systems under the direction or coaching of a supervisor or senior team members
Translate requirements into effective technology solutions
Provide analysis and definition to computer-related development and maintenance activities
Ensure correct functionality, requirements, and that RITS standards are addressed within the computer applications
Consult with business staff to develop understanding of the varied and complex business needs supported by the system
Influence the client regarding current and potential system inputs, process and outputs
Develop general and detailed design documents through analysis of user and technical requirements
Work with the software developers to find the best solutions to meet the requirements given the project parameters (budget and schedule)
Develop and perform testing and implementation plans
Participate in proposal development and manage integration testing
Develop documentation and assist with technical writing
Oversee implementation of application
Assist in the configuration of vendor software
Follow essential requirements: technical and architecture standards, production implementation standards, regular status reporting, regular participation in team, regular one on one meetings with supervisor, and providing work estimates and regular time tracking
REQUIREMENTS
Combine your Bachelor's Degree and business operations experience with the following skills:
Bachelor's Degree in Computer Science, Mathematics, Business Administration, OR a related field
Minimum of 5 years experience with business operations or systems development, OR the equivalent combination of education and experience
Minimum of 5 years experience with developing requirements for projects where computer software is created
Efficiently performs requirements
Develops positive relationships with clients, coworkers and management
Effectively works with team members and needs minimum direction
Excellent communication skills and multi-tasking skills
Takes direction from others in analyzing and solving program and system issues and problems
Easily adapts to rapidly changing technologies and methodologies and applies them to technological and/or business needs
Ability to manage his/her own work as well as 3 or more other team members
Ability to analyze and diagnose complex programming and system problems
Ability to design efficient and effective solutions to solve highly complex business problems
