Project Manager 3 - Miami Lakes

Position Summary: This position describes the requirements and expectations for a manager for the Construction Management at Risk programs under the South Florida Water Management District (SFWMD). These projects typically involve the capture and storage of surface water and re-establish hydropatterns for management of the South Florida Ecosystem. Construction elements include the construction of reservoirs, flow structures, pump stations, canals, and earthwork covering hundreds of acres. Program budgets are in the neighborhood of $300 million covering a period of 5 years or more.


Responsibilities:


Manages a group of related SFWMD projects having high risk and complexity in a coordinated way. The position will be responsible for projects from development to close-out including client contract negotiations, pre-construction and value engineering, subcontractor and vendor awards, start-up, implementation, and close-out. This position will also assist the owner with community and stake-holder relations.

Manages construction and engineering project managers, and teaming partners and coordinates efforts between projects.

Manages client relationships and works with the Regional Vice President and Vice President of Business Development to refine capture plans and prepare proposals to develop new business.

Provides vision and leadership for development of the overall SFWMD program.

Analyzes contractual and financial performance and directs activities to improve performance.

Chairs regular project reviews and reports accurate financial forecasts to Regional Management and Accounting.

Prepares high level plans and policies providing guidance to projects for developing detailed plans.


Qualifications:

Degree in civil engineering and directly related experience, including a minimum of fifteen years of demonstrated project management and supervisory experience. Certification as a Project Management Professional (PMP) is preferred. Licensed Professional Engineer (PE) in Florida is preferred.


Physical Requirements/Work Environment:

No physical requirements; work typically performed in the West Palm Beach planning office and operations office in Miami Lakes, Florida. Must be able to cope effectively under mentally stressful environment associated with the responsibilities of construction management. Frequent travel, especially within Florida may be required.
