adsfa Qwest Government Services Subcontracts Manager - MA0013 - Arlington, VA **Applicants selected may in the future be subject to a government security investigation and must meet eligibility requirements for access to classified information. **US Citizenship required. Summary: Entails subcontract negotiation and subcontract management ensuring desired corporate objectives are achieved, as well as coordinated efforts with all departments in fulfillment of Subcontract management responsibilities on new proposals and continuing programs. Responsibilities: Performs under the general direction of the Manager of Subcontracts and Procurement. Must be able to interface with senior level management on a daily basis. Is directly responsible for the Subcontract activity of a major business segment. Possesses the business skills and technical expertise to deal with the most complex subcontracts and business issues, problems or situations that arise in the daily course of working with the subcontractors. Understands FFP, CPIF, CPAF, T&M LOE, IDIQ and other types of contracts. Understands general processes for developing Estimates To Complete, Estimates at Completion, funding modifications, task orders, and contract closeouts. Clear understanding of CPSR requirements as it relates to documentation along with working in an approved procurement system. Must have the ability to administer and negotiate Teaming Agreements, Reseller Agreements, Non-Disclosure Agreements and all other supplier agreements. Ability to reconcile invoices with authorized funding amounts. Able to work within the guidelines of the Prime Contract and use that information to guide and direct subcontractors. Ability to provide pre-proposal support and post award administration. Must be able to provide leadership and experience concerning all aspects of subcontracting activity i.e. vendor sourcing, SOW evaluation, quantitative pricing analysis, justification evaluation, and risk mitigation. Responsible for including appropriate terms and conditions, FAR flow downs in various agreements including subcontracts, task orders, change orders and funding modifications. Demonstrates a strong working knowledge of the government and commercial acquisition processes and keeps current on related, updated or evolving regulations, public laws, policies and practices. Some familiarity with an Oracle based procurement system Must be able to operate independently with minimal supervision. Qualifications: Minimum 8-10 years of experience managing large, complex subcontracts (performance responsibilities, detailed progress and cost reporting requirements), and experience in dealing with U.S. Government-based Firm Fixed Price and Cost Reimbursement subcontracts, required. Minimum 5-7 years of experienced negotiating and managing various types of subcontracts and contractual agreements First-hand knowledge of the FAR, DFAR, knowledge of U.S. Government and commercial procurement methods Proven leadership capabilities; excellent written and verbal communication skills Strong MS Office and computer skills 4 year bachelor’s degree required or equivalent experience.
