BS/BA or MA preferred, with working knowledge of contract management functions, knowledge of Government contracting and reporting, knowledge of Federal acquisition regulations, and organization acumen for contract files and tracking contract schedules. Ten (10) years contracting experience, with at least five (5) of those years consisting of specialized experience in the direct administration of major support services contract(s) (>$25M) which provided professional engineering, program management, and administrative support to the Government and involved the direct supervision and management of multiple field level contract administrators. Serve as part of key personnel in support of SSA Programs ensuring ongoing conformance with contract, subcontract and program requirements. Perform administrative functions for contracts management in the multiple SSA Programs in the Baltimore, MD area. Essential functions include, but not limited to, produce contract delivery letters, produce narrative for contract changes, conduct contract negotiations, keep all contract files up-to-date, perform organizational conflict of interest searches within Lockheed Martin, and track all internal and external contractual obligations. Provide assistance with proposal and business development support as required. Perform contract close-outs for LMIT contracts. Complete LMIT forms; submit final invoices, complete check requests, work with government Contract Officers and DCAA auditors. Ensure contract compliance and efficient contract administration; develop initiatives increase profitability and cash; establish and maintain excellent customer relations, both internally and externally, and develop business strategies for new business opportunities. Acts as an approval authority for proposals and contracts. Counsels management on contractual rights and obligations. Focuses on directing organization to meet critical schedules, resolve critical/complex technical or operational problems. Must have strong communication skills and customer focus.
General Position Description:
Manages the administration, extension, termination and negotiation of standard and nonstandard contracts. Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions. Oversees proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. Insures the examination for estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness. Directs the preparation of bids; processing of specifications, progress, and other reports; advisement to management of contractual rights and obligations; compilation and analysis of data; and maintenance of historical information.
