This position will manage IT specialists, and represent the business group in all aspects of development initiatives related to Fannie Mae's mortgage-backed securities accounting system. In order to support the business, this position requires a strong conceptual understanding of accounting and finance principles and a strong understanding of complex relational database systems. This position will also coordinate the on-going production support work of providing information to our customers, ensuring that requirements are clearly understood, offering alternatives based on sound business knowledge, and ultimately providing timely and well documented information. In addition, this position requires the ability to manage multiple projects and to ensure that all production deadlines are met.
Specific job duties include:
Serve as the primary business representative for related systems development work. Supervising IT specialists, work closely with the development team to convey business requirements, and subsequently, to articulate and document functional specifications. Represent the business users in analyzing and critiquing systems development proposals. This includes such concepts as database design, user-interface, and system generated reports. Communicate technical concepts to non-technical audience, such that pertinent issues can be discussed and resolved. (30%) Manage the IT specialists testing efforts associated with systems development work. Develop project test plans detailing the test objectives, testing strategies, and expected results. Determine their interdependencies and the level of testing effort, in order to prioritize the various test cases. Maintain clear documentation of the test results and analyses. Provide senior management with recommendations on go/no-go implementation decisions, based on well-documented test results. (30%) Manage production support. Support both internal and external users by communicating with them to understand their specific needs and developing procedures and processes to support their specific needs. This requires an ability to understand the securities accounting system itself and the data flow between systems. (20%) Coordinate and supervise the activities of providing ad hoc securities information to both our internal and external constituents. This requires sound business acumen in order to first understand the customer's needs, reconcile the request to the intricacies of mortgage backed securities concepts, and then apply technical expertise in creating UNIX scripts and Sybase queries to extract the information from the database. REQUIREMENTS
Degree in Accounting or Finance with a concentration or experience in Information Systems, particularly experience in system design, testing and implementation. Seven plus years of experience. Public accounting experience. Experience with accounting processes of a large financial service institution, including a complex understanding of GAAP, SEC rules and regulations, and guidelines of other oversight groups such as FASB and AICPA; experience in a mortgage accounting environment is also preferred. Experience in both operational accounting and systems development is strongly preferred. Experience in data validaton within accounting systems. Knowledge of MBS and other mortgage related investment instruments. Strong PC skills and experience with report writing and data extraction from relational databases. Detailed understanding of accounting processes of a large financial service institution, including a complex understanding of GAAP, SEC rules and regulations, and guidelines of other oversight groups such as FASB and AICPA; experience in a mortgage accounting environment is also preferred. Familiar with accounting systems and data relationships. Familiar with Fannie Mae's business model.
