Key Responsibilities
Under general direction perform complex right-of-way activities for company's acquisition, sale, development, lease, and/or management of real property, relocation of displaced individuals and businesses, relocation of utilities, and eminent domain support. Oversee the performance of technical tasks in the areas of valuation, right-of-way engineering/surveying, business goodwill estimation, real estate purchase/sale, and property assemblage/disposition and clearance. Manage Measure M Freeway Program property management activities, including oversight of rental revenues. Provide technical review of legal documents, agreements, leases, licenses, and deeds. Prepare consultant contract RFP’s, independent cost estimates, contracts. Manage, monitor and amend consultant contracts.Minimum Qualifications
Any combination of education and experience equivalent to a bachelor's degree in Civil Engineering, Public Administration, Business Administration, Economics or related field with five to eight years of real estate experience in the right-of-way activities (preferably diversified in street and highway, rail, bus, and other transportation modes), three years of which are at the journey level in right-of-way.
Critical Success Factors
Knowledge of principles of valuation, property management, parcel assemblage/ development and disposition. Familiarity with state/federal regulations involved with real property purchase, sale, lease, disposition, and relocation/business goodwill valuation/entitlement. Ability to supervise, interpret legal documents, appraisals, engineering plans, maps, and conduct high-level negotiations for complex real estate transactions. Must be able to establish/maintain effective working relationships with internal departments, external agencies and consultants. Must be able to oversee and direct the work of consulting personnel.Selection Process
