QA Project Manager
This position is for an experienced Quality assurance manager. This person must have prior QA project management experience, excellent client management skills, TQM and Audit experience. This position is required to be onsite in NJ a minimum of four days per week in support of the customer

Establish and maintain a process for evaluating design, development, and implementation. Provide technical and administrative direction to personnel performing QA reviews of software development tasks, including the review of work products for correctness, adherence to the design concept and to user standards, review of program documentation to assure standards/requirements are adhered to, and for progress in accordance with schedules. Produce the documentation associated with these quality reviews. Review development vendor deliverables to ensure that a consistent level of quality is maintained throughout the software development life cycle. Conduct formal and informal reviews at pre-determined points throughout the SDLC. Provide daily supervision and direction to QA Management Office staff. The QA Review Manager will have a QA toolkit that s/he will use to improve our toolkit for this project. The QA Review Manager is not performing application development quality assurance -- that is the role of the development vendor. The foregoing list of duties is not exhaustive.
Qualifications
Experience:
5 or more years IT project management. PMP certification desirable. 5 or more years working in a consulting environment serving diverse customer organizations. Comprehensive understanding of Software Development Life Cycle methodologies. Object-Oriented SDLC knowledge is preferred. RUP (Rational Unified Process) desirable.
Technical:
2 or more years developing complex, multi-year project plans using Microsoft Project. Excellent proficiency level using Microsoft Word, Excel, Outlook, PowerPoint, and Visio. Experienced using Computer-Aided Software Engineering (CASE) tools, especially Rational Rose, very beneficial. Knowledge of web-based systems development tools and techniques.
Communications:
Excellent formal writing skills. Experience preparing system documents, status reports, proposals, and procurement documents highly desirable. Excellent oral leadership skills. Comfortable leading/facilitating user and technical discussions. Must be able to establish and maintain high degree of client and stakeholder satisfaction and involvement.
Education: Bachelor's degree in MIS, Computer Science, Mathematics, or related field preferred. Advanced degree desirable.
Subject Matter Knowledge: Experience in child support applications or, secondarily, government administered benefit programs is required.
