The job description is as follows:

Our client's PMO is seeking a senior level project manager to lead the Rate Quote Consolidation Project. This project entails the creation of a new web-based quoting and sales system to replace two older systems. One older system is written in Powerbuilder, and the other is a web-based system.

The PMO project manager will have overall accountability for the project success. The project team will be a matrixed one, consisting of a business and IT solutions teams. Candidate must be comfortable managing both IT components as well as business components of a project. Coordination with senior management and stakeholders throughout the organization is required.
Partnership with IT architecture and business sponsors is critical to the success of the project. Vendor management experience is required, as well as evaluating new vendors and completing contracting and testing with those vendors.

This position will report into a PMO Program Manager. The Project Manager will be responsible for managing the overall project budget, managing scope, schedule, and resources to complete the project in expected timeframes.

Specific duties include:
1. Create and track project plan, milestones, deliverables, and budget.
2. Create weekly status reports and conduct weekly status meetings.
3. Create and manage project workgroups.
4. Coordinate with IT directors, Business Managers, Resource Managers and PMO Directors for resource assignments, creation of project deliverables, issue resolution and escalation.
5. Maintain detailed project documentation including meeting minutes and action items.
6. Maintain an issues log; pro-actively work to resolve the issues and monitor progress on issue resolution.
7. Comply with the CareFirst Project Management Methodology standards.
8. Follow change control processes.
9. Monitors development of a test plan with test cases, test methods, test designs, test metrics, test strategy data, and test environment(s). Monitors and reports on testing progress and results.
10. Coordinate with business sponsor for business line deliverables such as marketing materials, training, procedures (SOP).
11. Develop PowerPoint presentations for periodic executive management updates.
REQUIREMENTS
The candidate should have approximately 7 to 10 years of dedicated project management experience, with an emphasis in the following areas:
- Business Experience in Healthcare or Insurance including understanding of Sales process, Rating, Quoting and booking business.
- Experience with Iterative Project Management
- Experience using Rational Unified Process and Use Cases
- Familiarity with Web application development; and/or Powerbuilder
- Experience in leading complex projects.
- Knowledge of Primavera highly desired; PMP certification highly desired. Experience with Facets system preferred.

Candidate must possess excellent communication skills, be flexible and able to adapt to a rapidly changing environment. Leadership skills are required and the ability to motivate and lead a team.
