Joint Net-Centric Operations Capability Portfolio Management

Key Role: Coordinate a Combatant Commander's efforts to bring warfighter priorities and net-centricity to programmatic efforts through the establishment of the Joint Net-Centric Operations-Capability Portfolio Management. Provide analytical support for the drafting of program strategy for the institution of DoD-wide Joint Net-Centric operations and Joint operating concepts as necessary within the guidelines of the Joint Capabilities Integration and Development System (JCIDS). Represent the Combatant Commander in the greater Washington, DC metropolitan area, working with the DoD, Under and Assistant Secretaries, the Joint Staff, the military services, and agencies. Lead business development and marketing efforts and develop key business relationships with DoD clients. Identify and develop opportunities for business expansion with IT strategies, transformation, and program management. Develop marketing strategies and propose long-range business plans. Liaise with government agencies and offices. Apply a comprehension of and navigate the intersection between IT strategy and government policy.



Job Requirements













Basic Qualifications:

-10 years of experience in a government-consulting environment serving in a project or program management capacity, including people management

8 years of experience with business development and marketing to government clients

Experience with DoD required

-Knowledge of joint operations in Combatant Commands and Joint Staff required

BA or BS degree in CS, EE, Systems Engineering, or Public Policy

-Top Secret clearance required



Additional Qualifications:

-BA or BS degree in a related field

-Experience with IT transformation and IT strategy-related work

-Knowledge of the CJCS JCIDS process

-Knowledge of DoD 5000-series policy and documents

-Knowledge of systems engineering, including requirements generation, traceability, and performance specifications

-Knowledge of the DoD life-cycle management framework


Clearance:

Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; Top Secret clearance is required.
