At least 5 years Navy DoD Acquisition/Cost estimating experience. Government Cost Estimator certification desired but not mandatory. Candidate must have full understanding of DOD 5000. Understand how to develop a Government, Independent cost estimate for an ACAT I, II or III program.
Develop cost estimates for ACAT II and III programs under PMS415 (Undersea Defensive Warfare Systems).
Work with lead engineer and engineer's team to collect information on the project being priced to the unit component cost.
Attend program reviews and project meetings.EGGCB20

REQUIREMENTS
Minimum Requirements: Position requires the ability to obtain and maintain a Secret level security clearance.
Education:
Bachelors degree in technical, business or financial management field. .Work Experience Field:
Minimum of 5 years experience working in DoD environment with time spent directly supporting a Navy Program Office. Understanding of DOD 5000 requirements as they relate to independent cost estimates. Ability to develop LCCE, WBS and CAIV. Ability to work with various organizations and individuals for data collection. Ability to present data to upper level Navy organization. Understand how to develop a Work Breakdown Structure to the third level for a new program or program enhancement. Understand how to derive industry costs for similar efforts and how to research those costs using standard Industry data bases and references. Experience with Anti Submarine Warfare (ASW), Surface ASW experienced preferred. Test/Experimentation Planning and Conduct experience preferred.Special Skills:
Must be proficient in MS Word and Excel; and extremely proficient in PowerPoint (Windows applications) presentation material development. Must have excellent written and oral communications skills
