District Business Manager
SUMMARY: Manages and analyzes Sarbanes Oxley and financial data to ensure the accurate, timely and proper accounting of the District’s financial statements. Plans, directs and coordinates ledger maintenance, report preparation, and operating /financial statistics. Develops, recommends, and implements accounting practices throughout the district to ensure that financial and operating data accurately reflects the condition of the business and/or unit and provides reliable information necessary to control operations.
REQUIREMENTS
SPECIFIC RESPONSIBILITIES: (Including, but not limited to)Direct supervision & responsibility for the following areas:
Business Operations staff- manages staff who are primarily responsible for monthly financial analysis, cash balancing, customer refunds, accounts payable, and fleet management for the entire district.
Collections Staff- Manages individuals who are responsible for credit analysis and collections from delinquent customers dollars & equipment). Audit – Manages and coordinates all activities directly related to internal & external Sarbanes Oxley processes and procedures.
Responsible for efficient flow of financial and operational information to and from cable systems, regional, and corporate offices
Responsible for the preparation of annual operating and capital budgets under direction of the DVP and in cooperation with system managers and supervisors.
Manages strategic financial forecasting, analysis, and reporting including the Identification of risks, and opportunities.
Manages the development and adherence to reporting standards including data requirements for financial projections, modeling, analysis, and recommendations.
Develops recommends, and implements accounting and financial reporting processes, as well as policy changes.
Formulates and administers approved accounting practices throughout the organization to ensure that financial and operating reports accurately reflect the condition of the business and provides reliable Information necessary to control operation.
Manages production of various financial statements, analyses and management reports.
Ensures accurate and proper accounting of company resources.
Monitors the accuracy of the District’s accounting systems, accounting reports, ledgers, and financial data provided by other departments.
Implements the district’s overall accounting policies and procedures.Ensures proper Internal accounting control and oversees the district’s Sarbanes Oxley process.DESIRED QUALIFICATIONS:
Bachelor’s Degree in Business, Accounting, or Finance
CPA/MBA preferable and strongly encouraged
3-5 years’ Budget, Accounting, and financial planning with supervisory and Audit experience.
Ability to manage multiple projects on concurrent basis through effective project management and delegation.
Strong Analytical and creative problem solving skills.
Internal control and audit competency, strong familiarity with Sarbanes Oxley.
Thorough understanding of G.A.A.P.
Ability to communicate effectively with managerial and supervisory personnel at all levels.
Experience with inventory and cash balancing a major plus.
Telecommunications and/or Cable TV experience preferred.
