Associate Director, Contracts and Grants
The RAND Corporation is a non-profit research organization providing objective analysis and effective solutions that address the challenges facing the public and private sectors around the world.
Position Description:
RAND seeks an Associate Director for the Office of Contract and Grant Services (OC&GS) to assist the Director with long- and short-term special projects. S/he will problem-solve issues that occur in Contract and Grant Services and those that extend to associated departments.
Responsibilities may include the following:
• Writing and negotiating complex, non-standard agreements.
• Serving as the principal liaison for audits involving OC&GS.
• Overseeing and maintaining the estimating, post-award, and property systems.
• Developing and implementing policies, procedures and systems to ensure cost-effective standards of service and quality.
• Contributing to the OC&GS web page and SharePoint site.
• Assisting with General Services Administration initiatives, management reporting and staff training programs.
• Supervising OC&GS administrative specialists staff.
REQUIREMENTS
Education: BA/BS required; MA/MS preferred
Specific technical skills required:
• In-depth knowledge of government and commercial contract and grant regulations, policies, procedures and systems.
• Demonstrated experience interpreting government terms and conditions, including FAR, DFARS, OMB circulars and other agencies' supplements.
• Demonstrated ability to develop policies, procedures and systems.
• Experience working directly with auditors and managing audit responses.
• Strong negotiation and contract writing skills.
• Excellent analytic, problem-solving and oral/written communication skills.
• Attention to detail, excellent organizational skills and follow through.
• Flexibility to adjust to competing and changing priorities.
• Ability to work effectively with multiple constituencies.
• Proficiency with Windows, Microsoft Office, and special contract and grant computer systems.
• Experience supervising staff and leading team projects.
Related experience required: 3-5 years in management
