Job Description:
This individual manages IT projects, programs and/or services designed to accomplish broad goals for a specific customer or program. Requires extensive knowledge of the client or program area’s functions, services and system/service delivery life cycle Responsibilities Define project scope and objectives. Develop detailed work plans, schedules, project estimates, resource plans, and status reports. Conduct project meetings and be responsible for project tracking and analysis. Ensure adherence to quality standards and review project deliverables. Manage the continual upgrading of procedures and equipment to maintain currency with technological progress, economic change and business needs. Prepare the annual budget and manage expenditures in order to operate within approved budget guidelines. Assist with maintaining strong relationships with customers, and with product, project, and service managers. Assist in monitoring customer satisfaction. Co-direct the delivery of a series of related projects designed to accomplish a specific program or service by coordinating the planning process with product, project and service managers who are assigned to deliver program-related products and services. Plan programs, including the assigning resources, establishing deadlines, developing work plans and reporting progress. Assist in issue resolution with clients and product, project, and/or service managers. Takes leadership role, acts as a facilitator and mentor. Acquire and use knowledge of the customer’s line of business, and in the overall IT organization, including the IT organizational structure, services and technology for the development, implementation, and support of IT programs. Assist customers in planning and analyzing program requirements. Oversee requirements gathering sessions with stakeholders, definition of user requirements, documentation of functional and non-functional requirements, and obtaining of agreement on vision, scope and detailed requirements. Manage and implement the updating of cross-functional processes and procedures. Manage the updating of cross-functional policies, processes and procedures. Assist in coordinating activities at all levels of the organization on issues and matters related to the IT program. Directly supervise staff members in the development, implementation, and support of applications to meet the client’s business requirements. Participate in the selection and performance management of staff members. Participate in project planning, including identifying resources, establishing reasonable deadlines, and establishing/taking action steps. Research and evaluate alternative solutions. Recommend the most efficient and cost-effective solution. Ensure adherence to and provide input into the creation of standards and procedures. Coordinate the movement of any changes into production. Determine user demands and establish priorities ensuring that deadlines and budgets are met. Evaluate and report on project progress, and recommend changes when necessary. Coordinate with customers regarding implementation into production to ensure that the use and implications of the application are understood. Prepare budgets and manage expenditures to operate within approved budget guidelines. REQUIREMENTS
Qualifications: To qualify, candidates must have: Education: a bachelor’s degree in a related discipline, or equivalent work experience Experience: approximately 8-10 years of experience in project management, systems analysis and application program development supervisory and administrative experience strong skills in project management and business analysis. Experience preferred in establishing and running a Project Management Office (PMO) and in using the Rational Unified Process (RUP) on software development projects. Skills: excellent communication, interpersonal, organizational, and project management skills sound judgment and tact the ability to work effectively with clients and management personnel
