Police LieutenantThe Santa Paula Police Department has embraced a community oriented policing philosophy and is committed to a high level of service. The members of our police department are energetic and are always seeking innovative ways to get the job done. The Santa Paula Police Department is seeking TWO knowledgeable and innovative candidates for our prestigious Police Lieutenant positions, who will assist the Chief of Police in implementing a long-range Strategic Plan that will continue to professionalize the agency and make it a more effective organization.
THE POSITION Under general direction of the Police Chief, the Police Lieutenant directly manages one of two divisions: the Patrol Division or the Support Division. This is a mid-management position responsible for the overall management and operations of a division within the police department. The position assists the Police Chief with the planning, direction and control of all Police Department activities. This position assists in the management, supervision, operation and training of the Police Department in both emergency and non-emergency conditions, including developing goals, objectives, procedures and policies to facilitate the City’s day-to-day and long range Police Department activities. Performs related work as required. EXAMPLES OF DUTIES:
Police Lieutenant will be responsible for directing and managing all functions of an assigned Division and is accountable for all operations within the units managed, to include the performance of supervisors, police officers and other personnel in receiving complaints, and responding to requests for police service and informationPolice Lieutenant assigns personnel subject to approval and review by the Police Chief and manages personnel issuesPolice Lieutenant must enforce rules, regulations and general ordersCoordinates activities with other command and supervisory personnelConducts research and/or special investigations as are warranted or as directed by the Police Chief.Conducts planning and analysis of potential and/or on-going emergency situations and formulates and executes plans to address those needsAttends Police Department, City staff, and other agency or community meetings, as assigned. Represents the Police Department at these meetings, as well as at City Council, Planning Commission, and other City Board or Commission meetings, when assigned.Responds at all hours to emergencies and takes appropriate steps to minimize loss of life and property.Serves as Incident Commander or in other command / operational functions for events and incidents of undetermined length and severity.Participates in formulating short and long range goals and objectives for the Police DepartmentParticipates in the preparation of Departmental budgets, and controls expenditures of Departmental appropriations within the Division being managed.Police Lieutenant will serve as the acting department head/Police Chief in the absence of the Police Chief.Resolves citizen complaints and addresses the needs of the community. Conducts problem solving efforts and implements plans of action to include design and implementation of programs, provide recommendations for updated policies and procedures, locate funding alternatives, and/or motivate and supervise subordinates in adopting programs and procedures.Reviews and manages activities, records and general operations of the Division assigned in order to identify problem areas and increase efficiencyEstablishes work schedules and coordinates activities of the Department with those of other City departmentsWorks with Department Heads, City Council and City Manager to improve City Services and carries out other duties as determined by the Chief of Police.Essential Job Functions:
Vision Standards: 20/70 uncorrected, 20/30 corrected with some flexibility.Physical Standards: Good health and emotional stability, sufficient strength to perform occasional strenuous work under adverse conditionsBody weight in proportion to height as determined by examining physician. Requires full unassisted ambulatory activity including bending, stooping, lifting up to 100 pounds, walking on uneven surfaces, running, climbing, lying prone, and driving.Requires upper body strength and hand and finger dexterity for operation of weapons and searching suspects.Requires hand and finger dexterity for operation of a computer keyboard.Requires full, clear auditory and oral.

Education and Experience:
Graduation from an accredited college or university with an Associate of Arts or Science degree in police science, criminal justice or a related field.Five years of increasingly responsible experience in a Police Department, including two years in a supervisory capacity at the rank of Sergeant or equivalent.Spanish speaking ability and significant experience in a culturally diverse community are both highly desirable.A Bachelor of Arts or Bachelor of Science degree in police science, criminal justice or a related field is highly desirable.Knowledge and Abilities:
Thorough knowledge of the principles, practices, and modern methods of policing with particular emphasis in the philosophy of Community Oriented Policing and National Police Accreditation.Clear comprehension of management and supervisory techniques. Knowledge of patrol operations and modern methods of investigationAbility to think, plan and act quickly and effectively in emergencies, including direction of subordinate personnel and others; ability to enforce laws impartially and with tact.Knowledge of municipal operations and the dynamics of city government.Ability to organize and direct a large range of resources available to the Department.Excellent customer service orientationBe a team playerBe able to embrace change, and have the proven ability to provide creative, innovative alternatives to complex matters facing the City.Possess strong analytical, writing and verbal/public speaking skills and be skilled in computer and technological operations.Ability to work effectively with the public, City Council, City Manager, Department Heads, Department staff, Police and other City staff, and other agencies.LICENSE/CERTIFICATE:
Possession of or ability to obtain P.O.S.T. Certificate (required within six months) and Class C California driver's license.

Medical Examination Prior to starting work, all prospective employees are required to pass a medical examination administered by a City physician and meet the medical standards of the essential functions of the position for which they are being hired. All prospective employees must also pass a Drug/ Substance Screening and through Background Check prior to hire. Introductory Period All employees must satisfactorily complete an introductory period, which is six months to one year in length, depending on the employee’s job classification.

Salary Salaries for full time employees are set on a five-step compensation plan for each classification. Appointments are normally made at the first step. An employee is eligible for second step after successful completion of an orientation period. Salary is computed on a monthly basis for full-time employees and paid on a bi-weekly basis on alternate Fridays. Direct Deposit of paychecks is encouraged.

Employee Benefits Package The City of Santa Paula offers a competitive benefits package, which provides a Cafeteria plan, an option for a 125 flexible spending plan to be used towards premiums for the employee and his/her eligible dependents. Other benefits include vacation, sick leave, holiday bank and tuition reimbursement for job-related course work. All regular employees become members of the Public Employees Retirement System (PERS). This program is transferable to many other public agencies in California. The City provides the 3.0% at age 50 retirement plan; the employer pays the employee contribution to PERS. Vacation accrues at the rate of 12 to 25 days per year depending upon length of service. Employees start with a bank of 40 hours and accrue sick leave at the rate of one day per each month.
