Facility Security Officer - SEC01

Position Responsibilities:

Responsible for management of DCS Safeguards and Security Programs that are mandated by DOE and NRC policies and directives. These programs include Personnel Security, Physical Security, Information Security, Classified Automated Information System Security, Foreign Ownership Control and Influence, Foreign Travel and Foreign Visits and Assignments Program, and Classified Matter Protection and Control. To maintain favorable FOCI status for DCS, this position reports to the Govenrment Security Committee (GSC) to ensure compliance with the Security Control Agreement between DCS and DOE and implementation of the Technololgy Control Plan. This individual will function as the secretary of the GSC, maintain communication with the GSC on DCS Security issues and be the sole interface between DCS and DOE on security matters and coordinate periodic GSC meetings. Continued certification of the DCS Limited Area and DCS Calssified Automated Information Security System will be under the cognizance of this position. Responsibilities include development and subsequent reivisions of all pertinent security plans, processes and procedures concerning these various Safeguards and Security Programs and applicable performance tests. Additional responsibilities will include interface with DOE Counterintellegence (CI) community regarding annual CI requirements for all project personnel and Foreign travel briefings and debriefings. Provide oversight for classified subcontracts that access classified material and ensure their security requirements are in compliance with DOE/NRC and DCS policies and procedures. Ensure the maintenance of the sensitive subjects list and provide counsel to Project Management on technology and export control issues. Ensure a robust Security Awareness Program for DCS and compliance with all required Security Awareness Briefings. Responsible for all compliance/adherance to all applicable program policies and directives and support of all audits verifying compliance. Responsible for responding to audit findings and development of corrective actions and finding resolution. Responsible for DCS Badging System and interface with SRS for Site Access control requirements.



Required Qualifications:

Bachelor's degree. Experience in lieu of college degree is acceptable. Five plus years experience in the DOE Safeguards and Security complex. Management and working knowledge of all DOE Safeguards and Security Programs. Adept at management of a DOE security area and associated safeguards and security requirments. Experience with management and implementation of a Security Control Agreement. Strong written and verbal communications, interpersonal skills and previous management experience. Must possess or be able to obtain a DOE Access Authorization.



Desired Qualifications:
