DEPARTMENTAL FACILITIES PLANNER I (ENVIRONMENTAL SPECIALIST)

A Departmental Facilities Planner I (Environmental Specialist) reviews and analyzes Environmental Impact Reports (EIR) and Negative Declarations (ND) for projects managed by the Department of Public Works (DPW); coordinates with other County departments on environmental projects affecting Parks and Recreation facilities; coordinates with field agencies to ensure compliance with environmental requirements; reviews park concessionaire's development plans for compliance with environmental requirements; evaluates Departmental capital projects for appropriate level of environmental documentation required; prepares fiscal documents for processing environmental consultant's invoices; provides environmental and/or planning input on feasibility studies for park development projects proposed by Board offices or non-County entities; evaluates impacts to the Department's environmental resources resulting from damage by various entities such as adjacent landowners, developers and contractors; develops an inventory of the Department's facilities, which are eligible for historical designation within the next ten years; oversees the Department's inventory of historical and cultural resources and facilities with respect to ongoing operations or any proposed development to ensure compliance with requirements set forth by the State Historic Preservation Office (SHPO); and provides input for trail maintenance volunteer training.
REQUIREMENTS
Graduation from an accredited four year college with specialization in urban planning, environmental planning, geography, natural resources, landscape architecture or related field -AND-Three years' experience in a responsible staff capacity analyzing Environmental Impact Reports and/or obtaining regulatory permits and making recommendations and/or implementing solutions for environmental compliance with the planning, development and coordination of major building projects and/or facility operations in compliance with California Environmental Quality Act (CEQA) / and the National Environmental Policy Act (NEPA).

Physical Class: 2 - Light:
Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved.
Licenses: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
