Job DescriptionIn this newly created position, the successful candidate will establish and implement facility engineering standards for a broad range of life science manufacturing and research & development facilities. They will also oversee management of major capital projects on a world-wide basis. This position will be based out of Millipore's Billerica, MA HQ office and will report to the Director, Corporate Properties.Position Responsibilities:1.In addition to direct project management, this position will coordinate and provide support and guidance to staff and contract project managers and outsourced engineering consultants during all phases of major capital projects.2. Conduct technical/plan review of construction documents and submit written
responses identifying required corrections or changes. Plan review may include:
ensuring that all plans conform to building standard construction details and
requirements and that the general contractor and architect follow the published
building rules and regulations regarding the base building architectural, HVAC,
fire/life safety and structural systems.3. Ensure that effective project management processes are in place for global capital projects; coordinate, monitor and evaluate project controls.4. Administer the general construction process including solicitation of contractor's
qualifications (pre-qualify bidders), preparation of bid packages, comparative analysis of the bid packages, recommendation for contract award, contract document negotiation, documentation of job change orders. Manage contractor relationship and issue resolutions.5. Oversee and monitor project budget and schedule of all global construction sites.6. Schedule and coordinate the activities of the project team members during the transition from construction phases to commissioning to move/activation phases of all projects.7. Responsible for contract closeout requirements, warranty response information and final acceptance documents, and one-year warranty claims.8. Perform other project duties as required to ensure that operations are efficient, assets are safe guarded, financial information is reliable and that all rules, codes of conduct, and regulations are followed.9. Ensure engineering and design continuity throughout the corporation. Communicates to Project Management staff, those design issues and their outcomes, addressed during implementation of major projects, that impact finish standards, template technical specifications, and life safety considerations.10. Assists Project Managers to maintain construction contract documents and specifications.
SKILLS, EDUCATION AND EXPERIENCE
A bachelor's or masters degree in mechanical, electrical, structural or fire protection engineering, construction management or related field
Minimum 8 years engineering and construction management experience in a laboratory/cGMP environment, including minimum 5 years personnel management experience. Biotech or pharmaceutical industry experience preferred.
Minimum 5 years project management experience. Certified Project Management Professional (PMP) a plus.
Considered expert in field within the organization. Demonstrates ability to organize, prioritize and effectively manage numerous complex and concurrent projects.
Demonstrates commanding knowledge of capital project management, including programming, design, construction, scheduling, budgeting, forecasting and regulatory compliance.
Demonstrates ability to develop solutions to complex problems which require the regular use of ingenuity and innovation while ensuring solutions are consistent with organization objectives.
Demonstrates leadership skills in employee motivation and involvement, and change management techniques.
Demonstrates strong analytical and problem solving skills. Works predominantly without direction, exercises considerable latitude in determining objectives and approaches to assignment.
Demonstrates excellent verbal and written skills
